Question Submission Close Date 11/11/2021 12:00 PM EST West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors for the Mountainlair Roof F Replacement Provide labor, materials, and equipment required for the removal of existing roof related materials and systems and the providing of new replacement materials and systems specified in the Project Manual and per WVU Construction Standards at Mountainlair on the WVU Morgantown Downtown Campus. Contractor is responsible to have manufacture provide inspections during phases start-up, 25%, 50%, 75% and Final Inspection please see project specification for details. Staging and Crane Area's will be discussed at the pre-bid meeting. Project Meetings will be held every two weeks after work has began. Project Schedule: Pre-Construction phase, submittals April 22, 2022 Start the construction May 9th, 2022, Substantial Completion No Later than July 31st, 2022, Final Completion No Later than August 12th, 2022, - Contractor must be completely de-mobilized at the project site. Closeout Documents complete September 12st, 2022. Cutoff for Questions: Date: November 11, 2021 Time: 12:00 pm EST NOTE: In the event the Proposal Due Date changes, it will be posted via addendum; the date will not change on this description. COMMUNICATIONS - The bid/proposal process is highly controlled. To protect the integrity of the process, any questions or clarifications regarding this Request for Bid/Proposal must be handled through the Department of Procurement, Contracting, & Payment Services. SUBSTANTIAL AND FINAL COMPLETION - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion if contract time stated below is in number of calendar days. Substantial Completion shall be July 31, 2022 Final Completion shall be August 12, 2022. Final Completion is considered when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the owner. LIQUIDATED DAMAGES - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Five Hundred Dollars ($500) per Calendar Day of delay in achieving Substantial Completion and Two Hundred and Fifty Dollars ($250) per Calendar Day of delay in achieving Final Completion. The signed Bid Bond contained in the Contract Documents for an amount equal to 5% of the Base Bid The successful Bidder will be required to furnish, at the Bidders expense, a Performance Bond and a Labor and Material Payment Bond for One Hundred Percent (100%) of the contract award and, if applicable, a two (2)-year roofing Maintenance Bond for the full value of the roofing system.
