The City of Dallas is seeking proposals from qualified Non-Profit organizations that have a need for funds to complete facility improvements. The facility must be in the city limits of Dallas and provide public services in the city of Dallas to low-and-moderate income residents of Dallas. Project funding will be provided through Community Development Block Grant funds received by the City from the U.S. Department of Housing and Urban Development. Funding through this procurement may not be used for any purpose, other than acquisition, rehabilitation, and/or construction activities. To participate in this solicitation, nonprofit organizations must either own their facility or have a lease in place with a term of no less than a 15-years, and be open for use by the general public. If funds are being requested to acquire a facility or land, a letter of intent to purchase must be provided. Questions Due Date: Nov 19th 2021, 5:00 PM CST CDBG funds may be used for the acquisition, construction, reconstruction, rehabilitation, or installation of public improvements or public facilities.
o The nonprofit shall provide professional services consisting of program requirements, the development of written policies and procedures, and technical assistance related to 2 CFR Part 200
(Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), HUD and other Federal grant specific requirements.
o The awarded nonprofit implementing the Community Development Block Grant (CDBG) program must follow the program rules and regulations at 24 CFR Part 570.
o Nonprofits are strongly encouraged to read these regulations prior to submitting their response to this RFCSP. All Community Development Block Grant (CDBG) funds must be obligated on specific eligible activities listed above no later than date specified in this RFCSP and the CDBG fund must be matched with 25% of the nonprofit's available cash, cash equivalents, or in-kind contributions, donations, and/or volunteer services.
