The Rockford Park District invites firms to submit Statement of Qualifications and Performance Information to provide design and construction services associated with the development of Phase 1 of the Alpine Hills Adventure Park Multi-Use Trails. This project is being financed, in part, with federal funds from the Recreational Trails Program (RTP) administered by the Illinois Department of Natural Resources. The Grantee shall encourage 1) "minority" business firms to 's submit Proposals on the approved project, and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services and construction. The Rockford Park District reserves the unrestricted right to reject any or all Proposals received, to waive or not to waive any informality, or /3 to accept the Proposal considered to be in the best interest of the Park District. Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the IL Wages of Employees on Public Works Act (820 ILCS 130/1-12). Phase 1 is to include, at a minimum, a 3'-4' wide, 1.2 mile long trail that is designed specifically for beginner level riders. The trail is intended to be an introduction to mountain biking, yet offer features designed for all levels of riders by including a variety of technical features such as log rides and boulder causeways. The trail shall have a unique natural flow by building undulation in the terrain and in-sloping corners to optimize the bike experience. The trail shall also connect to the surrounding neighborhoods. The Park District anticipates this trail to be a combination of the "Perimeter Loop Trail" and "Gateway Trail" shown in the Alpine Hills Silent Sports Updated Master Plan developed in 2019-2020. Additional length, beyond the minimum of 1.2 miles, of the Perimeter Loop Trail and the Gateway Trail shall be included as funding allows. Trail construction is to meet International Mountain Biking Association (IMBA) standards. The trail configuration shown in the previously completed plans are intended to be used as a conceptual level trail layout. The Park District expects a revised trail layout plan to be completed as a part of this project. Portions of the property are located within flood plain and floodway. Trail Designer/Builder shall work with Park District to complete due diligence to identify appropriate authorities having jurisdiction and permitting requirements. Trail Designer/Builder to provide opportunities for Park District staff to observe and receive training on trail construction means and methods.
