The major construction items include: Base Bid Roadway Devonshire Ct., Plymouth Ct. and South Hampton Ct. 6,673 sy 4.5" milling; 447 tons HMA 9.5M-64 surface course 1.5" thickness; 928 tons HMA 19M64 base course 3" thickness, 55 sy concrete walk/ramps The Township shall reserve the right to award the Base Bid or to reject all bids in accordance with the Local Public Contracts Law. Specifications and forms of bids for the proposed work, prepared by Antoine Hajjar, P.E., Township of Raritan Engineer, are on file in the office of said Engineer at the Raritan Township Municipal Building and may be inspected by prospective bidders during business hours. Bids must be made on standard proposal forms in the manner designated therein, and required by the specifications, must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Raritan and must be accompanied by a Non-Collusion Affidavit and a Bid Bond or Certified Check for not less than ten percent (10%) of the amount bid, providing said check or bid bond need not be more than $20,000.00 nor shall not be less than $500.00, and be delivered at the place on or before the hour named above. The successful bidder must comply with all the previsions of N.J.A.C. 7:22-9.1 et. seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). In addition, bidders are required to comply with the requirements of Public Law 1975, Chapter 127(N.J.A.C. 17:27), as well as the provisions contained in the project's Socially and Economically Disadvantage Individuals (SEDs) Utilization Plan. Neither the United States, the State of New Jersey, the New Jersey Department of Environmental Protection, the New Jersey Environmental Infrastructure Trust, nor any of their departments, agencies, or employees, is or will be, a party to this contract or subcontract or any lower tier contract or subcontract. Bidders are required to conform to all provisions of the Local Public Contracts Law, the Prevailing Wage Act and the requirements of P.L. 1975, c.127. The Township of Raritan Mayor and Committee reserve the right to reject any or all bids and to waive any informality in any bid inuring to the benefit of the Township of Raritan. Bidder must agree to commence work on or before a date to be specified in a written Notice to Proceed from the Township Engineer and to fully complete the project within 60 consecutive working days. the bidder to whom the contract has been awarded shall deliver a Performance Bond and Payment Bond in the sum of the total amount of 100 percent of the bid covering the Contract period, The amount of the Maintenance Bond shall be ten percent (10%) of the final contract amount.
