Site work for a water / sewer project in Rayburn, Pennsylvania. Completed plans call for site work for a water / sewer project.
Bid solicitation is forthe replacement of a sanitary sewer line including, but not limited to, installation approximately 600 linear feet of 6-inch and approximately 300 linear feet of 8-diameter PVC SDR 35 sanitary sewer pipe, approximately 3 manholes, core drilling of existing manholes, demolition of existing manholes/piping, handling of existing sanitary sewer flows during construction, and all necessary site restoration. The Proposal must be upon the forms furnished by Armstrong County and must be accompanied by a certified check or cashier's check, or bid bond, in the form attached to the Contract Documents, in the amount of 10% of the Bid, made payable to Armstrong County. All envelopes containing Bid proposals shall be clearly marked "Armstrong County Controller's Office - Armsdale Sanitary Sewer Project". Two copies of the bid documentsshall be submitted in sealed envelope with bid. A $15.00 fee for postage and handling will be required for Documents mailed to bidders. All checks shall be made payable to W.J. Young & Associates, Inc. A satisfactory bid bond, or certified check or cashier's check, in favor of the County of Armstrong, is one executed by the Bidder and an acceptable surety (appearing on the Treasury Department's most current Circular 570 list and authorized to transact business in the State of Pennsylvania), in an amount equal to 10 percent (10%) of the total of the Bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. No bid may be withdrawn for ninety (90) calendar days afterthe scheduled closing time for receipt of bids. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds on the forms provided, each in the amount of one hundred percent (100%) of the Contract Price and executed by an acceptable surety company. Biddersmust comply withall requirements of Pennsylvania Act 127 of 2012 and Prevailing Wage Act. All employees must be paid the Pennsylvania Prevailing Minimum Wages established by the Commonwealth of PA, Department of Labor and Industry. All Contractors and Subcontractors will be required to use E-Verify for verification of employment eligibility for all employees. Bidders must comply with all requirements of the Project Labor Agreement for construction projects that are in excess of $150,000. Refer to the Contract Documents for the Project Labor Agreement. It is the intent to award the bids on November 23, 2021, issue a Notice to Proceed on or about December 2, 2021 with a completion date on or about April 1, 2022. The Armstrong County Board of Commissioners reserves the right to waive any informalities or to reject any or all bids, for any reason whatsoever. AWARD CRITERIA AND BASIS FOR REJECTION will be in accordance with the Instructions to Bidders of the contract and technical documents.
