Kent County, Delaware will accept proposals from qualified equipment suppliers (Seller) related to the proposed expansion project at the Kent County RRRF. The equipment procured under this process shall be purchased directly by the County and installed by an Installation Contractor (Contractor) secured through a subsequent construction contract. Equipment to be procured under this process includes, but is not limited to: sludge screening equipment, belt filter presses, belt dryer system, each with its associated control panels. Details regarding quantities, quality, configuration, and performance are detailed in specifications and figures provided in the procurement documents. Sellers may bid on single or multiple bid items and the successful bidders shall be selected on a per item basis. In addition to the price, each bid must include all the information listed in the Instructions to Bidders. Bids will be evaluated using a combination of price and non-price (technical factors and experience) as described in the Instructions to Bidders. The entire proposal shall be submitted in a single envelope (sealed) with the price proposal contained therein in a separate, sealed envelope clearly marked as the PRICE PROPOSAL. The PRICE PROPOSAL envelope shall contain only the Bid Form and the Bid Bond. The due date for questions regarding the bid is 3:00 PM EST time on November 30, 2021. Bid security for at least ten percent (10%) of the bid price is required with the bid. Bids will be accepted from Bidders who shall submit written evidence of all qualifications with their Bid as required per technical equipment specification. Kent County reserves the right to reject any or all proposals and to waive any informality or irregularity in proposals received, and to accept or reject any items or portions of any proposals. This project is funded in part by a Clean Water State Revolving Loan Fund. Therefore, the following provisions are included in the contract: a. Equal Opportunity Employment b.
