The contract is scheduled to be awarded by the OCWD Board Of Directors to ABC Liovin Drilling, Inc. for the amount of $357,925.00 on Wednesday December 15. Construction of three monitoring wells at one site in the City of Irvine. For performing all work and furnishing all labor, materials and equipment for: The work to be performed and bid complete herein, shall be as shown and specified in the Technical Specifications and on the Plans and generally described as supplying all labor, equipment, materials and forces necessary to complete work on: East Newport Mesa Groundwater Investigation Monitoring Well Installations: construction of three monitoring wells at one site in the City of Irvine. A general project location map is shown in Figure 1 and a sitespecific location map is presented in Figure 2. These monitoring well installations will be conducted under Orange County Water District (OCWD or District) Contract No. GBM-2021-1. The well site (OCWD-M59 or M59) will consist of a cluster of three monitoring wells located approximately ten feet apart. One of wells (M59C) will be the "deep" well, with three casings nested inside one borehole drilled via the direct mud rotary method. The other two wells (M59A and M59B) will be the "shallow" wells, each single-casing wells in separate boreholes drilled via the hollow-stem auger drilling method. The anticipated depths for the proposed monitoring wells are 750 feet bgs for the direct mud rotary drilling method, and 70 and 150 feet bgs for the hollow stem auger drilling method. The anticipated well depths are approximate and final well depths will be based on site-specific geologic conditions. The wells shall be installed in such a manner as to hydraulically isolate the target aquifer so that discrete depth-specific water samples and water level measurements can be obtained from the screened aquifer zone. All construction materials shall be new prior to delivery on site. The purpose of the monitoring wells is to provide data so that OCWD can characterize the hydrogeology and evaluate the hydraulic relationship between the Shallow and Principal Aquifers in this part of the groundwater basin. The wells shall be constructed in compliance with the latest edition or supplement of: State of California Water Well Standards, Bulletin No. 74-81 dated December 1981 and Bulletin No. 74-90 dated June 1991, local modifications to these standards and sections 13800 through 13806 of the California Water Code. Upon finalization of the Contract Documents, the Work shall be completed within the Time of Completion Schedule described in the Special Provisions and as outlined in the Notice to Proceed for the Work. The construction and development of the wells will generally include but not be limited to the following sequence of activities: 1. Provide evidence of a work site Health and Safety Plan for review by the Geologist. 2. Mobilize to and demobilize from the well site. 3. Meet all noise, traffic control, and security requirements. 4. Conduct air knife utility clearance for each borehole location. 5. For the direct mud rotary drilling method, drill a minimum 22-inch diameter borehole to a minimum depth of 50 feet bgs and grout into place a 16-inch diameter, flush-threaded, mild steel conductor casing. 6. For the direct mud rotary drilling method, drill a nominal 12.25-inch diameter borehole to accommodate three 2-inch diameter well casings, to a maximum depth of approximately 750 feet, or as directed by the Geologist. For the hollow stem auger drilling method, drill a nominal 8-inch diameter borehole to accommodate a single 2-inch diameter well casing for each well to a maximum depth of 70 and 150 feet, or as directed by the Geologist. 7. Upon completion of the "deep" direct mud rotary borehole, a firm retained by the Contractor and approved by the Geologist shall run geophysical logs. 8. Maintain borehole integrity for the "deep" borehole after drilling and logging, during the minimum 24-hour well design period. 9. For the direct mud rotary drilling method, complete a wiper pass of the borehole after receiving the final well design. 10. Furnish and install nominal 2-inch diameter, flush-threaded, Schedule 80 (ASTM F-480) PVC blank casing; and nominal 2-inch diameter, flush-threaded, schedule 80 (ASTM F-480), slotted PVC well screen with 0.020-in. slots, and flush-threaded stainless steel end caps, as shown in Figure 3, stipulated in the technical specifications, and as specified by the Geologist. 11. Install filter pack envelopes, annular seals, and sanitary surface seals. 12. Develop the wells by swabbing, bailing, airlifting and pumping. 13. Provide well surface completions at each well with top locking well cap and specified well vaults: the two shallow wells require flushmounted, 12-inch diameter, traffic-rated Robco well boxes (Figures 4 and 5), and the deep well requires a flush-mounted, 2-foot x 3-foot, traffic rated Jensen Pre-cast concrete vault (Figures 6 and 7), with steel lid modified with skids (Figure 8). 14. Arrange for on-site storage and final disposal of drill cuttings, solids, and fluids resulting from drilling, construction, and development operations. The Contractor shall be responsible for containing and disposing of drill cuttings, solids and fluids in accordance with the applicable ordinances and regulations of governmental agencies having jurisdiction. 15. Maintain the site during construction and perform final site clean-up and restoration. 16. Provide all records, as required. Each Bid shall be accompanied by one of the following: a certified or cashier's check, or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the Orange County Water District, as a guarantee that the Bidder, if its Bid is accepted, shall promptly execute the Agreement, furnish a satisfactory Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Labor and Material Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the Insurance Conditions. The Faithful Performance Bond shall remain in full force and effect through the guarantee period as specified in the General Provisions. All surety companies shall be admitted surety insurers and shall comply with the provisions of Code of Civil Procedure Section 995.630. All Work must be substantially completed within Sixty (60) consecutive calendar days from the date of the Notice to Proceed issued by the District. Failure to complete the Work within the time set forth herein will result in the imposition of liquidated damages for each day of delay, in the amount set forth in the Information for Bidders. The Orange County Water District reserves the right to reject any or all bids, and to waive any informality in any bid.
