Site work for a water / sewer project in Marietta, Pennsylvania. Completed plans call for site work for a water / sewer project.

The engineer's opinion of probable construction cost is $140,000.00 to $160,000.00. Questions will be accepted until 4:00 P.M., prevailing time, on November 22, 2021; questions will be accepted through website, only from prime bidders. All questions must be submitted through website and will not be accepted in any other manner. The apparent low bidder and the next two lowest bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening. Reproduction of the Bidding Documents, and placement on web sites other than website, is not permitted. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 0100). Results of the bidding may be viewed by Bidders on website. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. The Owner will award the Contract to the lowest responsible and responsive bidder or will reject all bids within sixty (60) days following the date of the bid opening, and no bidder may withdraw its bid before the expiration of such sixty (60) day period; provided, however, that if the award of the Contract is delayed by required approval of another governmental agency, the sale of bonds, or the award of a grant, the Owner shall reject all bids or award the Contract to the lowest responsible and responsive bidder within one hundred twenty (120) days of the date of bid opening, and no bidder may withdraw its bid before the expiration of such one hundred twenty (120) day period. Thirty (30) day extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsible and responsive bidder. It is a requirement of this Contract that at least 50% of the Work be performed by prime Bidder's own work force, not by subcontractors(s). It is a requirement of this Contract that Bidder shall have a minimum (5) year documented experience in the type of Work required by this Project, and shall have successfully installed a minimum of 50,000 LF of CIP liner. Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". The BOROUGH OF MARIETTA hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid. The Work shall be substantially completed within 45 calendar days after the date when the Contract Times commence to run as provided in General Conditions Paragraph 2.03.A, as amended by Supplementary Conditions Paragraph SC-2.03.A, and completed and ready for final payment in accordance with Paragraph 14.07 of the General Conditions within 60 calendar days after the date when the Contract Times commence to run. The Notice to Proceed is anticipated to be issued in early January 2022 it the temperature is acceptable for this type of work. It the temperature is not acceptable in January, the Notice to Proceed will be issued later in 2022 when the temperatures are acceptable. The contract times are as described on page 00500-2, Article 2, paragraph 2.1 cf the Agreement which is in the project manual.
