S&ME Project No. 7217-20-009 The proposed work consists of improvements at two lakes (upper and lower) and dams located at the Barlow Community Center, 41 S. Oviatt Street, Hudson, Ohio. The project is being funded by the Northeast Ohio Regional Sewer District (NEORSD) and the City of Hudson. Both the upper and lower lake's dams are classified as Ohio Department of Natural Resources (ODNR) Class II Dams. Consequently, all dam work shall be done in compliance with ODNR Division of Dam Safety policies and procedures as outlined on the improvement plans and specifications. Improvements at the upper lake include excavation to provide additional storm water storage, upgrades to the existing dam's emergency spillway and modifications to the dam's primary outlet and auxiliary valve system. Upgrades to the lower lake include the construction of a new dam to be located within the footprint of the existing lake, dredging of a portion of the lower lake and modifications to the primary outlet and auxiliary valve system. Upon completion of the mass grading and dam improvement work, existing asphalt walking trails and disturbed grass areas will be restored, and new trees planted. All work shall be in accordance with the specifications which are on file in the office of the City Engineer. Bids must be accompanied by Bid security in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid, or a certified check, cashier's check, or letter of credit pursuant to Chapter 1305 of the ORC, in the amount of 10% of the bid, made payable to the City of Hudson. In the case of disruption of national communications or loss of services by Bid Express within two hours prior to the deadline for submission of bids, the City will delay the deadline for bid submissions to ensure the ability of potential bidders to submit bids. If this occurs, instructions will be communicated to potential bidders. The City of Hudson, Ohio reserves the right to reject any or all Bids, and to waive any nonconformities not involving price, time, or changes in the work.
