Demolition, site work, renovation and addition to a civil project in Mount Pleasant, Tennessee. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
The Project consists of renovating and expanding the Citys existing wastewater treatment plant. The project includes upgrades to the existing influent pump station, aeration basins, blowers, and digester and construction of a new membrane bioreactor, equipment and lab building, and ultraviolet disinfection system. The work will be awarded in one Contract. Neither Owner nor Engineer will be responsible for full or partial sets of bidding Documents including Addenda, if any, obtained from sources other than the Issuing Office. No part of the purchase will be refunded. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed as a certified company in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. Funding: Any contract or contracts awarded under this Invitation to Bid are expected to be funded in part by a loan from the United States Department of Agriculture, Farmers Home Administration. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Invitation to Bid or any resulting contract. This procurement will be subject to regulations contained in 40 CFR 33.295 and 33.1005 through 33.1135. Bidders must comply with the President's Executive Order Nos. 11246 and 11375, and as supplemented by Department of Labor regulations (41 CFR, Part 60), which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Copeland Anti Kickback Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR, Part 3), Davis Bacon Act (40 U.S.C. 27 (a) to (a) 7), and Sections 103 and 107 of the Contract Work Hours and Safety Standards Act as amended (40 U.S.C. 327 330) as supplemented by Department of Labor regulations (29 CFR, Part 5). Bidders must comply with all applicable standards, orders, and requirements issued under Section 306 of the Clean Air Act (42 U.S.C. 1857(h)) and Section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR, Part 15), which prohibit the use of facilities included on the EPA List of Violating Facilities. The provision shall require reporting of violations to DCA and to the U.S.E.P.A. Assistant Administrator for Enforcement (P.L. 94 163). Bidders must comply with all applicable requirements of the Brooks Morkowski Compromise, Convict Labor Requirements (18 U.S.C. 436) and the Historic Sites Act. Contracts must recognize mandatory standards and policies relating to energy efficiency which are contained in the State energy conservation plan issued in compliance with the Energy Policy and Conservation Act (P.L. 94 163). Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin. The Contractor/Subcontractor will comply with 41 CFR 60 4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetable and goals set forth in 41 CFR 60 4. No contract or subcontract will be awarded to a Japanese citizen or national, a firm controlled directly or indirectly by Japanese citizens or nationals, or a supplier of any product if more than 50 percent of the total cost of the product is allocable to production or manufacture in Japan. Any Bid submitted from such firms or suppliers shall be declared nonresponsive and rejected. No bid may be withdrawn within 60 calendar days after the scheduled time for receipt of bids. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractors Licensing Act. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel Requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver apply to this contract. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to readvertise. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
