Site work and new construction of a mixed-use development in Camden, New Jersey. Conceptual plans call for the construction of a transportation facility; and for site work for a transportation facility.

The Glassboro-Camden Line ("GCL") is proposed to be an 18-mile light rail system ("LRT") in Camden and Gloucester Counties. The LRT line would operate between the Walter Rand Transportation Center in Camden, NJ to Glassboro, NJ along Interstate 676 and an existing Conrail right-of-way. The alignment will consist of thirteen (13) walk-up or park and ride stations. Various environmental and other permits for construction are required and are identified in the Project's Final Environmental Impact Statement document available on the Project website. In addition, related initiatives are contemplated to preserve and/or support continued freight operations. The Scope of Services the Authority requires shall include all services to provide Preliminary Engineering, a Program Management Office, Related Design, Equipment Design and Engineering Services, and Other Professional Services for the GCL, as more specifically described herein. The Consultant will also provide staffing to assist the Authority in areas including, but not limited to, real estate, permitting, utility coordination and relocation, stakeholder coordination, public involvement, and solicitation of third-party entities for construction and operations and maintenance contracts for the GCL. In order to participate in this SOQ and receive an invitation to the solicitation event, please send a request, via e-mail, to the following Contracting Officer: Karen Cyphers -klcyphers@drpa.org. If a response is not received within two (2) business days, please resend the request and copy to vendors@drpa.org on your e-mail. Any violation of this condition (excluding any Ariba supplier registration questions, which should be addressed by e-mailing vendors@drpa.org) may be cause for the Authority to reject the offending firm. Respondents agree not to distribute any part of their SOQ beyond the Authority's Contract Administration Department. A Respondent that shares information contained in its SOQ with other Authority personnel may be disqualified and its SOQ may be rejected. Any and all questions or requests for clarification relating to this procurement including, but not limited to, questions concerning SOQ submission requirements, technical requirements, scope of work, and specifications, should be addressed to the Single Point of Contact no later than ten (10) business days prior to submission date. Questions must be address to the Single Point of Contact by sending an email to questions@drpa.org. Responses to questions will be provided, via e-mail, by the Single Point of Contact to those firms who have registered and requested participation in the SOQ. Only information supplied by the Single Point of Contact, including responses to questions regarding the RFQ, should be used in preparing SOQ. The method of contractor selection has not been determined at this time.
