The selection criteria for competitive sealed proposals shall be the Offeror: experience, past performance, safety record, quality of construction, proposed personnel/subcontractor and experience of personnel/ subcontractor, methodology for construction of the project; total long-term cost for the District to acquire the vendors goods or services; the time schedule for construction, proposed cost and cost reduction factors. Proposals received after the time indicated will not be accepted and will be returned unopened. Bid proposal submissions that are accepted will be read aloud approximately ten (10) minutes after the bid submission deadline, via video conference (link will be provided in specification book). All those submitting bids may access the bid openings. Within 60 days after the date of opening the proposals, the district shall evaluate and rank each proposal submitted in relation to the published selection criteria. A Pre-Proposal Conference will be held for the project. Details are included in the Bid Documents. All General Contractors are encouraged to attend. The District shall select the offeror that offers the best value to the district based on the published selection and on its ranking evaluation. The District and its Architect may discuss with the selected offeror options for cost reduction. If the District is unable to reach a contract agreement with the selected offeror, the District shall terminate further discussions and proceed to the next offeror in the order of the selection ranking until a contract agreement is reached or all proposals are rejected. In determining best value for the district, the district is not restricted to considering price alone, but may consider any other factor stated in the selection criteria. Bidders submitting a bid shall not discuss this CSP with employees of LFCISD or members of the Board of Trustees of the District. Failure to abide by this requirement may result in disqualification. Communication includes but is not limited to unsolicited literature, emails, faxes or phone calls related to any aspect of CSP. If discussion is necessary, you will be notified in writing. Failure to abide by this requirement will result in automatic disqualification of the agent/company representative and/or the company at the discretion of the District.
