PROJECT DESCRIPTION & MAJOR WORK ITEMS: The project consists of water main replacement and street pavement replacement in the City's Congdon Park neighborhood along portions of Ridgewood Road, Mellwood Avenue, Crescent View Avenue, Pinewood Lane, East 3 rd Street, and East 4 th Street. The work includes: 5,414 HDPE feet of water main, 242 feet of storm sewer pipe, 2,730 feet on concrete curb and gutter, and 3,619 tons of plant mixed asphalt pavement. This project is funded in part through the American Rescue Plan Act. Awarded bidder must have an active SAM.gov account with no exclusions. Bidders must review the 2019 edition of the City of Duluth Public Works/Utilities Department - Engineering Division Standard Construction Specifications (available at https://www.duluthmn.gov/engineering/standard-construction- specifications/) as these Specifications are incorporated by reference. Bid surety in an amount equal to five per cent (5%) of the total bid shall be submitted with each bid. Electronic bid surety can be submitted in Bid Express or a copy of the 5% bid bond may be emailed to purchasing@duluthmn.gov. Certified checks or bank drafts may be mailed or dropped off in person at 411 W. 1st Street, Room 120, Duluth, MN 55802. Regardless of the method of submission, bid surety must be received by the City prior to the bid deadline. Not less than prevailing wages as included in the specifications and provisions must be paid on this project. A Project Labor Agreement (PLA) and Community Benefits provisions will be required for any bid that is over or could virtually go over $150,000. The contractor must take affirmative action to ensure that the employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin, and must meet the affirmative action goals. Contractors are encouraged to subcontract with Disadvantaged Business Enterprises when possible. Contractor will comply with all applicable Equal Employment Opportunity laws and regulations.
