In January 2000, the Madera County Board of Supervisors adopted an Ordinance establishing the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and Informal Bidding Procedures as administered under the State Controller's Office. The informal Bidding Procedures allow the County to create a list of qualified from, and/or update information to the County's current qualified bidders' list need to submit a request. Current information will otherwise be carried forward on the list for 2021. Per California Public Contract Code section 22032, any public construction project that is estimated to be $200,000 or less (effective as of January 1, 2019), is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All trade categories are subject to Informal Bidding Procedures. Contractors that have registered on the Informal Bidders' List will be notified about the County's public construction projects valued at less than $200,000. Project notification will include a general project description, location of where to obtain more detailed information, and the time and place of bid submission at least fourteen (14) calendar days in advance of the submission deadline and bid opening. Contractors that are interested in being on Madera County's Informal Bidders' List are required to have a current license, to be listed with the Department of Industrial Relations (DIR) in accordance with Senate Bill 854, and subject to verification through the Contractors State Licensing Board and DIR.
