This is a PRESOLICITATION NOTICE for an upcoming construction project for the Indian Health Service (IHS). The purpose of this project is to provide for the installation of a residential well on fee land in Cowlitz County, WA. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. The Government anticipates releasing the solicitation on or about end-November 2021 with Quotes due at least 15 calendar days after solicitation issuance. This date is subject to change. The anticipated solicitation number is 75H70122Q00004. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. SCOPE OF WORK: This project is for the installation of a residential well on fee land. The contractor shall drill the well, consisting of welded steel casing, PVC liner (as needed), sanitary seal, screen (as needed), well development, test pumping, and water sampling. All appurtenances, including a submersible pump and pressure system, will be contracted separately. Existing well logs from the surrounding area are provided. Further investigation of the site and locating other local well logs is the responsibility of the contractor. Any permits, including the Department of Ecology Notice of Intent, are the responsibility of the contractor. LOCATION OF PROJECT: Work is to be completed on a private home, under the jurisdiction of Cowlitz County. Address to be provided within the official solicitation. TERO: TERO fees do not apply. CONSTRUCTION DURATION: Period of Performance is 30 calendar days after issuance of a Notice to Proceed. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000. SITE VISIT: A formal site visit is not planned. Offerors may contact the IHS Project Engineer to coordinate a site visit (in accordance with FAR 52.236-27). The Project Engineer's contact information will be provided within the official solicitation. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. NOTE: ALL DATES ARE SUBJECT TO CHANGE.
