The intent and purpose of these specifications are to provide for the replacement of thermoplastic pavement markings on City streets in a neat and professional manner. The CITY will award the General Service Agreement to the lowest responsible bidder. The CITY may award a contract to the next lowest responsible bidder if the successful bidder refuses or fails to execute the contract. The CITY also reserves the right to reduce the scope of work for the thermoplastic replacement at any time. The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process. If using subcontractor(s), the Contractor shall, before entering upon the performance of the work, file a payment bond approved by the City in the amount of one-half of the total amount payable by the terms of the contract (Civil Code sections 3247, 3248). Contractor is hereby notified that pursuant to Section 1770 et. seq. of the California Labor Code, the City Council of the City of Tracy has ascertained the general prevailing rate of per diem wages and the rates for legal holiday and overtime work for the locality in which the work is to be performed, for each craft or type of workman or mechanic needed to execute the Agreement which will be awarded to the successful bidder The intent and purpose of these specifications are to provide for complete exterior painting of specified City facility as described in these Specifications in a neat and workmanlike manner.
