Renovation of a mixed-use development in Collegedale, Tennessee. Completed plans call for the renovation of a library.

Bidders must comply with all conditions provided in the information for bidders. The City has the right to refuse any and all bids. o Install new intuitive Building Automation System with intuitive user interface to enable facility managers to keep occupants comfortable, manage energy conservation measures, identify key operational problems, and analyze results. o Replace Honeywell controls for the HVAC system of Collegedale's City Hall Municipal Building (City Hall) and the Public Library o Total Unit counts for City Hall: o (7) RTU (Trane) o Up to (7) damper controllers for room air zones o Up to (15) Honeywell thermostats; reutilize existing 6 conductor wires o (3) additional Trane Stats o Total Unit counts for Library: o (5) Attic Units (Trane) o Up to (5) Honeywell thermostats; reutilize existing 6 conductor wires o Furnish a gateway router and building automation software (computer server furnished by City of Collegedale) o Control modules shall be mounted in the attic areas in the manner shown as existing. o Temperature control systems consisting of thermostats, control valves, dampers and operators, indicating devices, interface equipment and other apparatus and accessories required to operate mechanical systems and perform functions specified. o City of Collegedale to provide ethernet drops and IP assignments in house at both locations. o Proposed Building Automation System is NOT to use proprietary communication protocols, but instead use intrinsic native language support for LON, BACnet and Mobus. o Proposed Building Automation System is to have capacity for future expansion of lighting controls and fire and panic alarm controls for City Hall and sprinkler and panic alarm controls for Library. o Provide (40) hours of owner training after system installation. Along with (1) year quarterly controls of the building automation system. o All floor plan and equipment graphics to depict rooms, walls, hallways and showing accurate locations of major mechanical equipment and all graphics to be three dimensional o Detail graphics for each mechanical system to include: AHU's (Air Handling Units), TU's (Terminal Units), EF's (Exhaust Fans), Chillers and associated controls, Boilers, and Converters as a minimum (where applicable) o The facility management control system shall provide automated alarming software capable of sending messages to email compatible cellular phones via the owner's email service. The email alarm paging system shall be able to segregate users, time schedules, and equipment, and be capable of being programmed by the owner. o The City of Collegedale will provide temporary access to the Collegedale City Hall & Library during the time the work is being performed o Provide manufacturer's warranty on labor and materials o Key Features and Benefits: Powerful comprehensive building management with intuitive point-and-click graphic access Dynamic color, scalable vector graphic floor plans which allow for quick overview of building conditions Inherent indoor environmental quality index capable of calculating and displaying overall indoor environmental quality and health of the building Time lapse graphics capable of analyzing and troubleshooting up to 24 hours past building operation Integrated ASHRAE Guideline 36-compliant fault detection and diagnostics to assist with anticipate, provide insight, and automatically respond to building issues and deficiencies Support BACnet Secure Connect, a secure, encrypted datalink layer which is designed to satisfy the requirements and constraints of IP infrastructures Auto-commissioning tool for automation of commissioning of VAV terminal units, reducing commissioning time and ensuring proper operation Haystack-compatible semantic tagging which automatically assigns standard reference names to equipment data Internet Protocol Versions IPv6 and IPv4 are supported Fully compatible with Automated Logic legacy systems and related products
