The selection criteria for competitive sealed proposals shall be the offeror's:
1. The purchase price. 50
2. The reputation of the vendor and of the vendor's goods and services. 5
3. The quality of the vendor's goods or services. 10
4. The extent to which the goods or services meet the District's needs. 11
5. The vendor's past relationship with the District. 1
6. The impact on the ability of District to comply with laws and rules relating to historically underutilized business (consideration)
7. The total long-term cost to the district to acquire the vendor's goods or services (service, supplies, maintenance, etc.), total cost of ownership. 3

10. Company or local representative involved in litigation against a school district. 8 100 Maximum Points No proposal shall be accepted after this deadline. Each proposal is to be submitted in a sealed envelope which is clearly marked: "Competitive Sealed Proposal, "Flores & Leo J. Leo Elementary School's - Sanitary Sewer Improvements " Each proposal which is not signed by the offeror or an authorized representative of the offeror shall be rejected. Within 45 days after the date of the opening the proposals, the District shall evaluate and rank each proposal submitted in relation to the published selection criteria. The District shall select the offeror that offers the best value to the district based on the published selection criteria and on its ranking evaluation. The District and its Architect/ Engineer may discuss with the selected offeror options for cost reduction. If the District is unable to reach a contract agreement with the selected offeror, the District shall terminate further discussions and proceed to the next offeror in the order of the selection ranking until a contract agreement is reached or all proposals are rejected. In determining best value for the district, the District is not restricted to considering price alone, but may consider any other factor stated in the selection criteria. The La Joya ISD project for Sanitary Sewer Improvements at Guillermo Flores and Leo J. Leo Elementary School includes sanitary sewer infrastructure that consists of installing proposed Sanitary Sewer Manholes, Sanitary Sewer Lines and Service Laterals. Additionally, the project scope includes decommissioning existing sanitary sewer infrastructure such as Sanitary Sewer Manholes, Sewer Lines and Lift Stations at both Guillermo Flores and Leo J Leo Elementary Schools. As of December 17, 2021, the bid results are under review.
