All tenderers must comply with the requirements contained in the contractual documents. These can only be obtained through the SÉAO electronic call for tenders system at website or by calling 514 856-6600 for residents of the Montreal region and at the number toll free 1-866-669-7326 for outside residents. Warning : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation that would result in the tender being restrictive or conditional. Pilot project to facilitate payments in the construction industry The President of the Conseil du trésor authorized the implementation of a pilot project aimed at testing various measures intended to facilitate payment to companies party to public construction works contracts as well as to public subcontracts directly linked to them. or indirectly and to define applicable standards in this matter. The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution method with recourse to an expert intervenor. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the compulsory use of a qualified expert for any dispute covered by the pilot project. The contract covered by this call for tenders is subject to the pilot project aimed at facilitating payment to companies party to public construction works contracts as well as to related public sub-contracts (Ministerial Order No. 2018-01 ). Thus, the contract covered by this call for tenders and the related sub-contracts are subject to the terms and conditions established by this pilot project. Recommendation to submit bids electronically In order to preserve the health of its organization's staff, the Company is implementing preventive measures to fight the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic tendering system. Authorization to contract / certificate from Revenu Québec It is strongly suggested that bidders make as soon as possible, according to the requirements of the contractual documents, their request for a certificate from Revenu Québec and, if applicable, their request for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of tenders. Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a tender, undertakes to complete the Non-participation questionnaire form included in the contractual documents and to send it to the Company at the following e-mail address: infosoumission41@sqi.gouv.qc.ca Subcontractor submissions All subcontractors subject to the Quebec Submission Office (BSDQ) must, when submitting their electronic submission to the BSDQ, indicate the Company as the Recipient using the Tender menu of the electronic submission system. submissions (TES). WORKS DURATION The work required under this call for tenders must be completely completed within 84 weeks (including statutory holidays, construction vacations and the time required for the procurement of materials / equipment) from the date of the contract. authorization to start work.
