The Clark County Forestry and Parks Department in Neillsville, Wisconsin is seeking proposals for the inspection, design, permit, bidding, and construction oversight associated with impoundment repairs for Dam 2 Contact the Forestry and Parks Department at 715-743-5140 for details. The Forestry and Parks Committee will review and act upon submitted proposals at a meeting scheduled on December 14, 2021. Clark County reserves the right to accept and/or reject any proposal and waive any technicalities in a proposal. Scope of Services The intent of this RFP is to review the qualifications and approach of the project leading to the eventual selection of the firm. The successful Consultant will need to demonstrate the skills necessary to work with all groups defined as potentially affected by the outcome of this project. The County is looking to select a firm with demonstrated ability to work through the following tasks: A detailed explanation of each activities is as follows: Scope of work and responsibilities of the contractor shall include the following: A. Conduct on-site inspection of the dam to assess the general condition of structure, to determine gradual deterioration and make specific recommendations for repairs where necessary. The inspection should draw attention to any areas of hazard or immediate concern pertaining to the structural integrity of the dams. Consideration should also be given to any hazards and recommendations pertaining to the safety of the dam operation, including both the safety of the dam operators and that of the public. Previous inspection reports for the dam shall be reviewed in order to understand prior deterioration and to evaluate and report on the progress of the deterioration. Recommendations for repairs shall be made if it is felt such repairs are necessary to maintain structural integrity of the dam. Cost estimates for all repairs being recommended shall be included in the inspection report for the dam. Findings of the dam inspection shall be recorded in a written report under a heading of Dam 2 Inspection Report. The inspection reports shall include color photographs to illustrate inspection results to aid in documentation and in monitoring problem areas from year to year. C. Apply for, acquire, and administer all required Permits and Municipal Dam Grant applications. D. Preliminary & Final Design of dam and embankment repairs through WDNR approval: Include technical specifications for repairs, dewatering guidance if required, erosion control, and apply for any permits required by the WDNR that may be needed. E. Bidding Services: Upon authorization from the County, prepare plans and specifications for bidding and publicizing the repair project, attend the at-site pre-bid meeting, and 6 assist the County with any questions from contactors, tabulate bids for County review, and prepare contract documents for the County. F. Construction Observation Services: Upon contract award, site visits at regular intervals to check for contract compliance and conformance to the bid documents. Visits will include a kickoff meeting, visits during repair, and a completion visit to verify the project is complete. G. DEADLINE. The completion of the entire project no later than November 30, 2022 unless otherwise agreed by the Clark County Forestry and Parks Committee.
