An organized pre-proposal site visit will be held. See Provision 452.237-71 on page 38 for complete details. In no event shall failure to inspect the site constitute grounds for a claim after contract award. ----------------------------------------------------------------------------------------------------------------------------------------------------------- Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a Small Business AND certified in System for Award Management. The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following: Caldor Fire BAER Road Maintenance, Phase 1: This project is located int the state of California, El Dorado County, Eldorado National Forest. The purpose of this project is to provide post-fire road maintenance and drainage restoration on roads within or near the Caldor Fire perimeter on the Eldorado National Forest. Maintenance of these Forest Service roads includes: o Road reconditioning on 59 miles of paved roads. Paved road reconditioning consists of debris removal, ditch reconditioning and shoulder reconditioning. No pavement maintenance is included in this scope. o Road reconditioning on 14.5 miles of unpaved roads. Unpaved road reconditioning consists of debris removal, ditch reconditioning, shoulder reconditioning and surface303 reconditioning in accordance with Section 303. This work includes watering and grading the road surface to match the existing roadway template. o Unplug, clean, and reconstruction of roadway drainage features (rolling drainage dips, ditches, ditch relief and cross drainage culverts, and overside drains) to re-establish effective free flowing drainage of all roadway features, and reduce the potential of any culvert(s) becoming blocked during storm events. o Install new rolling dips for roadway surface drainage where specified. o Install culvert inlet end sections and risers where specified. o Install rip rap for inlet and roadway protection where specified. Project Location: Project roads are located within Eldorado National Forest, El Dorado County, California. Project roads are best accessed from CA HWY 50 or 88. A KML file and georeferenced pdf map with road locations will be provided to assist contractors with bidding and execution of work. Solicitation Number 127EAW22R0004 for this effort will be posted to Website on or about December 1st, 2021. This solicitation will contain all necessary specifications, drawings and other information necessary submit a proposal for this project. There is currently no official group site visit scheduled. The solicitation will include site visit information if one is deemed necessary.
