Site work and new construction of a power facility in Pawhuska, Oklahoma. Completed plans call for the construction of a power facility; and for site work for a power facility.

The Pawhuska Public Works Authority, a public trust ("PPWA") is requesting Bids in accordance with the terms of this Request for Proposal ("RFP") for: Contract: PPWA 2022-01 Substation Construction Project: Pawhuska, Oklahoma Substation, Osage County Section S3, T25N, R9E Latitude: 36.67584, Longitude: -96.32472 PPWA is seeking EPC (Engineer, Procure, Construct) proposals for the expansion of a 138-13.8kV substation. The scope of work is as follows: . Procure and install a new 138kV circuit switcher with integrated disconnect. . Modifications to 138kV line to allow for another tap into the station on a new A-frame structure. . Procure and install a 10' x 12' control building. Building shall include: o ATS for station power with 2 sources. ATS shall communicate with SEL RTAC. o AC and DC breaker panels. o Relay panels with SEL 387 and 351S relays for protection of 2 power transformers, 4 feeders and 2 low side main breakers. Relay panel shall include an SEL RTAC for SCADA communications with serial connections to each SEL relay and other devices as stated in this specification. Fiber optic connections from the relays to the transformers are required. o 125 VDC battery bank and charger, flooded nickel cadmium or lead acid preferred. Other systems may be approved based on an engineering analysis. Charger shall communicate with SEL RTAC. o HVAC with auto switching from heating/cooling. . Program, test, and commission all relays, breakers, and circuit switchers. . Change the high and low side bushings (existing are GE Type-U) on the Mc Graw Edison transformer (onsite but not in service at this point). . Using an SEL controller (part #241101B0X1A73850400), wire the LTC to be operated remotely from the control house and SCADA. . Change the De-energized Tap Changer (DETC) on the Mc Graw-Edison transformer from position C to position B to match secondary voltage as closely as possible. Exercise extreme caution when operating the DETC. . Repair the leaking LTC gasket on the existing Westinghouse Transformer (serial# UCS25731). Process the LTC oil and remove any moisture or replace the LTC oil if required. . Convert the existing Breaker 14 (a 48 VDC breaker) and circuit switcher to 125 VDC operation. . Test the Mc Graw Edison transformer before energizing (Doble, TTR, arrestors, bushings) . Make up primary and secondary connections on the Mc Graw Edison transformer. Connect control power and test fans/heaters/LTC and all other auxiliary controls and devices. . Engineer, design and install all required foundations, conduit, and control cable to provide AC power, DC power and control signals to all new and existing devices from the new control building. . Split the existing low side bus in half and install a load-break 1200-amp gang operated tie switch. Install a new load-break 1200-amp gang operated switch on the low side of each power transformer for isolation during switching. . Install a new primary metering structure on the low side of the Mc Graw Edison Power transformer. CTs, PTs and meter/cabinet to be provided by AEP/PSO. . Move the existing west fence 30' to the west to allow for new equipment. . Engineer, procure and install all required steel and structures to include: o 138kV A frame for dead ending of 138kV line to the south power transformer. o Low side bay for the north power transformer to include space for one main breaker and two feeder breakers. o LED yard and area lighting. o Lightning protection for the substation including the fenced boundary. . Create any needed drawings for the above equipment and construction. Final as built drawings will be provided to PPWA after completion of the project. Two (2) sets of printed drawings will be provided along with DWG and PDF format electronic versions of the drawings. Construction is to begin February 15, 2022, with completion of June 30, 2023. The Pawhuska Substation is the main source for electrical service to the City of Pawhuska. The substation will remain energized throughout the duration of the project. Any outage must be pre-arranged with the PPWA and may require the outage to occur at night. The PPWA has generation to assist in supplying the necessary load, depending upon the weather conditions, and this may be an option during construction for limited amounts of time. This will need to be discussed and coordinated with PPWA personnel. Bids received more than ninety-six (96) hours (excluding Saturdays, Sundays, and holidays) before the time set for the opening of the Bids, and Bids received after the time set for the opening of the Bids, will not be considered. All interested parties are invited to attend. PPWA will accept questions regarding this RFP until the close of business January 12, 2022. Bids must be submitted in a sealed envelope marked: "Sealed Bid -- Contract PPWA 2021-01" and addressed to: Tonya Bright, Interim City Manager P.O. Box 539 Pawhuska, OK 74056 Each Bid must be submitted in accordance with the "Requirements for Bidding and Instructions to Bidders" contained in this RFP. Each Bid must be accompanied by a certified check, cashier's check, or bid bond equal to five percent (5%) of the Bid. Each Bid must include a completed Non-Collusion Affidavit and other required documents, as stated in the RFP. If PPWA, in PPWA's sole discretion, elects to award a Contract pursuant to this RFP, the prevailing Bidder will be required to provide Performance, Maintenance, and Defect Bonds, or other acceptable security as required by Oklahoma law, in an amount equal to their bids.
