Site work and paving for a mixed-use development in Ludington, Michigan. Design plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.
As of February 29, 2024, the project is begin funded by the federal American Rescue Plan Act. The park will close from September 3, 2024 to July 1, 2025 for scheduled renovations. COVID 19 Precautions: 1. Any individual inside a state building must wear a face mask, irrespective of vaccination status. This applies in all State owned and leased facilities throughout the State of Michigan, including all common areas, such as areas where individuals are waiting to enter a facility, cubicles, offices, conference rooms, elevators, stairwells, kitchens, bathrooms, and hallways. 2. Any individual outside a state building must wear a face mask if social distancing cannot be maintained. 3. Requirements may change at any time and any updated guidance must be followed to be allowed to attend any meetings and for a firm to be eligible to submit proposals / quotations / bids. 4. Bring and be prepared to wear a mask if required upon arrival. The Department of Technology, Management and Budget (DTMB) is requesting professional design services to expand parking at the day use beach on Lake Michigan and to improve the circulation around the park entrance. Vehicles and pedestrians are currently forced to share road and parking surfaces. The only road that leads to the day use beach parking area is one and a half lanes wide therefore, unable to accommodate two-way traffic, pedestrians, and is difficult for recreational vehicles to maneuver. Separation and defined areas for vehicle travel, parking, and pedestrian travel, including bicycles, are requested to minimize existing hazardous conditions. This request is to provide Phase 300 Schematic Design and Phase 500 Final Design services. We anticipate 50% and 90% submittals at both design phases, including a cost estimate at the 90% submittal of each phase. A topographic survey and geotechnical report are to be included as reimbursable expenses. The traditional design / bid / build delivery method will be utilized for this project. The project scope includes: Reduce congestion at the park entrance. Improve circulation patterns for vehicles, pedestrians, bicycles, and overall traffic flow. Expand parking 50% for the Lake Michigan day use beach. Provide staging area for kayaks/canoes along the river. Repurpose an area that was once the sanitary pump-out station that has since been relocated under a previous project. Complete a site utilization assessment in Phase 300 for areas currently occupied by the fish cleaning station and the beach house drainfield to determine the best use for these spaces since the area is already congested. Determine if these two functions could be better served or located elsewhere in the park. o Critical dunes may be impacted and could cause EGLE permitting. Funding for construction has not been secured at this time. It is the intent of the owner to modify the professional's contract through the construction phases once funding has been acquired. The Method of Contractor Selection has not been determined at this time.
