The Toronto Water Division of the City of Toronto (City) requires the supply and delivery of Powdered Activated Carbon (PAC) for use in municipal drinking water treatment on an as and when required basis for the duration of the contract term. PAC supply and delivery will be required at the following location: R. L. Clark Water Treatment Plant located at 45-23rd Street, Toronto, Ontario, M8V 3M6. The Powdered Activated Carbon (PAC) must be specifically designed for use in the treatment of potable water for the removal of taste and odour causing compounds such as geosmin and 2-methylisoborneol. An estimated 120 metric tonnes of product maybe required during the term of the contract from July 2022 to 31 October 2023 with the option to renew the Contract for three (3) additional separate one (1) year periods at the sole discretion of the City and subject to budget approval. The actual quantity of PAC required will depend on the duration, intensity and frequency of taste and odour incidences experienced each year and can vary from 20 to 500 metric tonnes per year (1 metric tonne - 1,000 kg.) In case of severe taste and odour problems, higher quantities of PAC will be required. Lower quantities of PAC are required for mild taste and odour events.
