The work includes the removal of debris in an open field approximately 25,000 square feet in size and miscellaneous site grading and restoration. The debris to be removed mostly includes piles of branches and tree parts, but also includes some dirt and gravel and an old wood shelter. The Contractor must possess a valid Virginia Contractor's License license at the time the bid is submitted. All questions regarding this project should be directed in writing to the attention of Todd Hafner, Senior Project Manager - thafner@nvrpa.org. Any bid exceeding Five Hundred Thousand Dollars ($500,000) shall be accompanied by a bid guarantee of not less than five percent (5%) of the amount of the bid, which may be certified check or cashier's check, or a Bid Bond made payable to the Authority. Bid Bonds shall be submitted on AIA Document A310. Such Bid Bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw its bid during the period up to and including ninety (90) days following the opening of bids; that if its bid is accepted, it will enter into a formal contract with the Authority in accordance with the Form of Construction Contract included as a part of the Contract Documents, and that the referenced Performance Bond and Labor and material Payment Bond will be given; and that in the event of the withdrawal of the bid within the period, or failure to enter into the contract and give the bonds within ten (10) days after it has received notice of acceptance of its bid, the bidder shall be liable to the Authority for the difference between the amount of the bidder's bid and the amount of the bid for the next higher bidder to perform the Work but such amount shall not exceed the amount of the bid guarantee. For all contracts of Five Hundred Thousand Dollars ($500,000.00) or more, the Contractor shall deliver to the Authority or its designated representative, an AIA Document A312, Performance Bond and Labor and Material Payment Bond, each fully executed by one or more surety companies legally authorized to do business in Virginia and each in an amount equal to one hundred percent (100%) of the original Contract Sum. The bonds shall be conditioned as set forth in 2.2-4337 of the Code of Virginia, as amended. Sureties shall be selected by the Contractor subject to approval by the Authority. No contract shall be deemed to be in effect until the bonds have been approved by the Authority. For the purposes of all Labor and Material Payment Bonds entered into pursuant to this Article, the term "subcontractors" as used in 2.2-4337 A.2 of the Code of Virginia is interpreted to mean any contractors who participated in the prosecution of the Work undertaken by the Contractor, whether such subcontractor had a direct contract with the Contractor or whether there were one or more other intervening subcontractors. It is anticipated that a Notice to Proceed will be issued to the low Bidder on or around January 15, 2022. The project shall be completed within 30 days of written Notice to Proceed. If the work is not completed within the time required, as that time may be adjusted by change orders, there shall be imposed on the Contractor liquidated damages of $200.00 per calendar day for each day beyond the contract time it takes to complete the work. The Authority reserves the right to reject any and all bids when such rejection is in the interest of the Authority, and will reject the bid of a bidder who is not a responsible bidder.
