Submittal Questions Due Monday, January 3, 2022 Inventory existing system to determine the condition and age of all elements within the system. 3.2 Work with ADEQ to determine regulations for compliance for all upgrades on the system. 3.3 Project visits to Prescott and Seligman to discuss status and deliverables of the Project. 3.4 Maintain all proper documentation per the American Recovery Plan and prepare administrative documents for use by the Seligman Sanitary District. 3.5 Document and analyze existing right-of-way limitations within the District to determine additional right-of-way acquisitions that may be required for upgrades. 3.6 Explore up to four alternatives for system treatment at the terminus of the system. Options should consider existing concerns of the State Land Department in developing alternatives. 3.7 Determine feasibility and cost of expanding the system beyond the existing connections. Yavapai County Public Works - Modernization of Seligman Sanitary District Facilities 3.8 Work with the Arizona State Land Department and prepare all necessary documentation to State Land for alternatives that impact their property. 3.9 Work with the BNSF Railway and prepare all necessary documentation to BNSF for alternatives that impact their property. 3.10 Prepare design concepts of all treatment alternatives including cost estimates for design, construction and construction administration. Costs associated with upgrades to the rest of existing system should be broken out for consideration separately from the treatment options. 3.11 Prepare a prioritization list of all improvements. 3.12 Prepare a design concept report detailing all elements of the planning study. 3.13 Present findings to the Yavapai County Board of Supervisors serving as the Seligman Sanitary District Board of Directors to advance the recommended solution. Design Phase 3.14 Conduct construction survey of all areas for selected treatment alternative and upgrades. 3.15 Prepare design plans for submittal at 60%, 90% and 100% level. 3.16 Prepare design report and specifications for 60%, 90% and 100% level. 3.17 Coordinate all appropriate permitting and documentation for State Land, ADEQ, Yavapai County Development Services and BNSF associated with the project. 3.18 Prepare all documentation associated with necessary right-of-way acquisitions associated with the project. 3.19 Prepare final Engineer's Estimate for Project cost. 3.20 Compile final plans, specifications, and bid documents to facilitate bidding for the Seligman Sanitary District. Construction Administration Phase 3.21 Attend pre-bid for project including onsite walkthrough. 3.22 Respond to questions and requests for information during the bidding process. 3.23 Review all bids received to ensure compliance and responsiveness. Make recommendation to Seligman Sanitary District for lowest responsive bidder. 3.24 Conduct pre-construction meeting with Contractor to discuss the Project. 3.25 Review and approve submittals for District. 3.26 Provide on-site inspection for the duration of the Project. 3.27 Provide weekly updates to County staff for Project milestones. 3.28 Respond to RFI's submitted by Contractor in a timely fashion. Yavapai County Public Works - Modernization of Seligman Sanitary District Facilities 3.29 Coordinate testing and approvals with all relevant agencies during construction. 3.30 Coordinate final walkthrough of improvements with Contractor and District. 3.31 Prepare as-built documents during and after completion of construction. All existing and new lines associated with the system should be as-built into the final documentation. 3.32 Prepare pay applications for approval by the District. 3.33 Prepare close-out documents for the District. 3.34 Coordinate any special requirements, specific to the American Recovery Act, with the District and Contractor in advance to ensure compliance. Additionally, it is anticipated that selected firm will need to work with multiple County departments to ensure compliance with the American Recovery Plan Act funding source. These items include but are not limited to: 3.35 Work with additional County departments to ensure compliance including: Finance, Administration, Development Services and the County Attorney's Office. 3.36 Prepare a cost estimate for decommissioning the existing system and proposed improvements. 3.37 Prepare status update presentations to the Board of Supervisors acting as the Seligman Sanitary District Board of Directors. Upon tentative agreement with a firm regarding compensation and other contract terms and conditions, the planning contract for the recommended firm will be forwarded to the County's Board of Supervisors for consideration of award of the contract. No agreement will be deemed binding until approval of an award by the Board of Supervisors. Following approval of an award, the parties will execute a Contract for Professional Services Yavapai County will receive questions regarding Statement of Qualifications and scope tasks for the Project until 4:00PM on Monday December 13, 2021. All questions will be submitted by email to chris.steele@yavapaiAZ.gov. Questions from all firms and answers will be compiled and posted to the Yavapai County Public Works bid website by 4:00PM on Thursday, December 16, 2021. Yavapai County expressly reserves the following rights if determined, in the County's sole discretion, to be in its interest: To reject any or all SOQ's To withhold any award pursuant to this SOQ To terminate the SOQ process at any time To reissue the SOQ To extend the time for submission of SOQ's with notice to registered holders of the SOQ To request additional information from any or all respondents to the SOQ Following award and commencement of the Project, to retain independent engineering consultants to review and comment on engineering plans developed in the course of the Project. The method of contractor selection has not been determined at this time
