**As of January 7, 2022, the project was awarded to Snyder Environmental, Total Contract: $5,018,487.00. Anticipated Start Date: March 14, 2022 The Contract consists of the construction of approximately 24 linear feet of 8Ó sanitary sewer pipe, 2,511 linear feet of 8Ó sanitary sewer pipe and 4,019 linear feet of 6Ó sewer laterals by open trench excavation; rehabilitation of approximately 6,398 linear feet of existing 8Ó sewer pipe, 513 linear feet of existing 10Ó sewer pipe, and 72 linear feet of existing 15Ó sewer pipe using trenchless pipeline installation techniques; rehabilitation of approximately 2,389 linear feet of existing 6Ó sewer laterals using trenchless pipeline installation techniques; installation of 16 pre-cast concrete manholes; 35 manhole rehabilitations; live tie-in of 172 existing capped laterals; and related work. The storm sewer separation includes installation of storm sewer, inlets, and restoration. The project is located in the 10 neighborhood areas of the City of Johnstown, as well as in the Belmont Homes community of Stony creek Township. for the electronic format set of contract documents and plans, both of which includes 6% Pennsylvania sales tax. To access the electronic format the bidder must have a valid email address and will require an internet connection. All checks shall be made payable to Ò The EADS Group, Inc. Ó Bidders must purchase the Contract Documents and Plans (in either format) from The EADS Group, Inc. to be eligible to bid this project. The project is being funded in part with local funds and with funds provided by the Pennsylvania Infrastructure Investment Authority (PENNVEST). The obligations imposed on the Owner by the financing agency shall apply to and be acceptable to the successful bidder(s). Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents. Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their bid a completed Statement of Bidders Qualifications and Equipment List in the forms prescribed in the Contract Documents. Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project in accordance with the provisions of the U.S. Department of Labor, Wage, and Hour Division under the Davis-Bacon and related Acts. The Consolidated Appropriations Act of 2014 (P.L. 113-76) includes an ÒAmerican Iron and Steel (AIS)Ó requirement which applies to this project. All iron and steel products used in this project must be produced in the United States. Refer to the Memorandum and Guidance titled ÒImplementation of American Iron and Steel provisions of P.L. 113-76, Consolidated Appropriations Act, 2014Ó included in the Contract Documents. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the ÒSteel Procurement ActÓ). The successful bidder(s) must follow all applicable COVID-19 guidance policies from federal, state, and local authorities. The successful bidder(s) will be required to complete all work within 330 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.
