Site work and paving for a civil project in East Buffalo Township, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The project scope for the "Phase 1 Bid" consists of the site drainage improvements in preparation for the roadway improvements detailed in the Phase 2 Bid. The drainage improvements involve removing the existing pipe and installing a storm sewer network and storm inlets to remove stormwater from the site. Driveways impacted by the constructionactivities are to be restored and a swale affected by construction is also to be restored. Select location of elements are shown in the Contract Drawings. Refer to the Project Location Map within the Contract Provisions section of this bid package.PHASE 2 BID The project scope for the "Phase 2 Bid" consists of the roadway improvements proposed on Oxford Drive. This consists of preparing the site through general earthwork and associated E&S control measures to contain the site runoff. Construction involving Oxford Drive consists of installing a pavement base and wearing course, and a 6'' stone subbase. Select locations of project elements are shown in the Contract Drawings. Refer to the Project Location Map within the Contract Provisions section of this bid package. The project is located on Oxford Drive from Hawthorne Drive to the end of the cul-de-sac and includes storm drainage, full depth reclamation and paving. All bidders are required to have current Pennsylvania Department of Transportation Subcontractor pre-qualifications for all major items of work in the contract at the time of bid submission and throughout the length of the project. Each BID must be accompanied by a Bid Bond payable to the Owner for ten percent (10%) of the total amount of the BID. As soon as the BID prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. When the Agreement is executed, the bonds of the remaining unsuccessful bidders will be returned. The bidders' attention is called to the fact that not less than the minimum prevailing wages, must be paid on this project and bids shall be prepared accordingly. The Owner reserves the right to reject any or all bids, to waive any informalities in the bidding, or to limit the scope of work involved. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder.
