This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition (FAC) FAC 2021-03, 2/16/2021. Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. Registration in the record must be complete and not missing elements such as representations and certifications. Also, if you are a SDVOSB ensure your business is registered in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.va.gov. Vendors registered in SAM but not VIP at the time of proposal due date will be considered a small busines. This requirement is a 100% SDVOSB set-aside requirement. The NAICS Code for this procurement is 238210 with a small business size standard of $15M. NCO8 intends to award a fixed price contract. The contractor shall provide all necessary labor, materials, tools, software, and equipment, as well as supervision, for the installation and delivery of the equipment listed in the Statement of Work (Attachment A). This is an expedited requirement/installation. The WPB VAMC is a smoke free facility. In order to enter the campus contractors must have a picture ID. All contractors are required to wear a face covering (covering nose and mouth per guidelines) while on property. All contractors will be screened at the entrance of the property. A series of questions will be asked and temperature taken. The contractor is required to wear a face covering at all times while at the WPB VAMC. Personal Protection Equipment (PPE) is not provided. Attachment B shows proper PPE attire. REQUESTS FOR INFORMATION (RFIs): RFIs will be accepted until December 7, 2021 at 2:00 PM EST. RFIs must be submitted in writing to the Contracting Officer. Questions will not be answered by phone. All questions will be answered and provided to the contractors through an Amendment. Contractors shall not contact any personnel at the WPB VAMC to discuss this RFQ. All questions must go to the Contracting Officer.
