Demolition, site work, paving and new construction of a civil project in Durham, Connecticut. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

The engineer’s opinion of probable construction costs is in the $750,000 to $800,000 The Project primarily consists of replacing a single corrugated metal pipe culvert with a single precast concrete rigid frame. The Work is generally described as follows: Replacement of existing metal pipe with a reinforced concrete box culvert. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Bids must be accompanied by a Bid Bond in the amount of ten (10%) percent of the Total Bid Price reflected on the Bidder's submitted Bid Form. The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price set forth in the contract between the successful Bidder and the District The SBE goal is twenty-five (25) percent of the contract value, with twenty-five (25) percent of that amount (6.25 percent of the overall project) as the MBE goal. Prior to the execution of a contract, the successful Bidder must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. Forms can be found portal Bidders are advised that the project is subject to the prevailing wage requirements under Section 31-53 of the Connecticut General Statutes. The project is funded in part through the State of Connecticut's Local Bridge Program. The successful Bidder will be required to comply with the requirements of such program as are applicable to the project. The successful Bidder must comply with Connecticut General Statutes 60, 4a-60a, 4a-60g, and 46a68b through 46a-68f, inclusive, as amended. Bidders are advised that a good faith effort is required for participation in the contract awarded in connection with this Invitation to Bid by Small Business Enterprises (SBE) and Minority Business Enterprises (MBE) each as defined in CGS 4a-60g. Bidders are advised that both the Department of Administrative Services Prequalification Certificate and Update (Bid) Statement must accompany the Bid if the Total Bid Price set forth in the Bid Form exceeds $500,000. (C.G.S. 4b-91, as amended). The Contract Documents require affirmative action of the Contractor and any subcontractors to ensure equal employment opportunity as noted in Governor's Executive Orders 3 and 17. The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be permanently incorporated in the Work. These taxes shall not be included in the Total Bid Price. Unless provided for by the Instructions to Bidders, no Bid may be withdrawn until sixty (60) days after the Bid Opening. The District reserves the right to: reject any or all Bids; waive informalities or defects in Bids; make extensions to review Bids; and accept the Bid(s) that, in the judgement of the District, will be in its best interests. The District reserves the right to amend or withdraw this Invitation to Bid for any reason, to accept or reject any or all Bids, to waive any informalities or non-material deficiencies in any Bid, and to make such award (or make no award) of a contract in connection with this Invitation to Bid all as determined by the District, in its discretion, to be in the best interest of the District. A Bid may be rejected for irregularities of any kind, including without limitation, alteration of form, additions not called for, conditional proposals, and incomplete Bids. A Bid may also be rejected if, in the opinion of the District, the Bid does not meet the standard of quality established by the Bidding Documents. Any or all Bids may be rejected if there is any reason to believe that collusion exists among two or more Bidders. The foregoing provisions are for illustrative purposes and shall in no way limit the right of the District to reject any and all Bids, in whole or in part. Printing Bidding Documents is the responsibility of the prospective Bidder. Printed copies will not be issued by the District. Neither the District nor Engineer will be responsible for a Bidder's use of any bidding documents that differ from Bidding Documents available from the Project's bidding service webpage.
