This project includes the furnishing of all supervision, labor, materials, equipment, and all other items related to and necessary to perform site restoration and repairs as described in the Drawings, to include but not limited to construction of the gravel driveway, gravel service road, repairs to CMU wall, installation of Chain-link Fence, and repairs to Water Distribution System. Bidders are required to produce a surety bid bond of 5% of the total offer, the bid bond must be scanned and uploaded to HIePRO with the submission of the bid. DHHL reserves the right to amend the IFB by written addenda, to reject any and all bids, or to waive any defects in said bids where DHHL deems it is in the best interest of the State. Questions regarding this project shall be posted on HIePRO by 2:00 p.m., Hawaii Standard Time (H.S.T.) Monday, December 6, 2021. Responses to questions shall be posted on HIePRO by 4:00 p.m., H.S.T Tuesday, December 7, 2021. The intent of the Contract is to provide for the construction, complete in every detail, of the work described at the accepted bid price and within the time established by the contract. The Contractor has the duty to furnish all labor, materials, equipment, tools, transportation, incidentals and supplies and to determine the means, methods and schedules required to complete the work in accordance with the drawings, specifications and terms of the contract. The Project Manager may at any time, during the progress of the work, by written order, and without notice to the sureties, make changes in the work as may be found to be necessary or desirable. Such changes shall not invalidate the Contract nor release the Surety, and the Contractor will perform the work as changed, as though it had been a part of the original Contract. Minor changes in the work may be directed by the Project Manager with no change in contract price or time of performance. Minor changes are consistent with the intent of the Contract Documents and do not substantially alter the type of work to be performed or involve any adjustment to the contract sum or extension of the contract time. Due to an electrical outage the responses could not be uploaded by the response due date, therefore this addendum is to change the response due date to Thursday, December 9, 2021 at 4:00pm.
