Renovation of a power facility in Lewiston, New York. Completed plans call for the renovation of a power facility.
The New York Power Authority (hereinafter "The Authority" or "NYPA") is soliciting proposals to extend the life of the Isolated Phase Bus (IPB) at the Robert Moses Power Plant (RMNPP) located in Lewiston, NY. The station consists of thirteen (13), 13.8 kV, 215 MVA generation units. The Authority is seeking separate proposals for refurbishment of the existing system and replacement of the existing IPB enclosure and insulators to keep the system in good working operation. Both proposals should account for current transformer (CT) replacements. Minority Owned Sub-Contracting Goal: 10% Women Owned Sub-Contracting Goal: 10% Service-Disabled Veteran-Owned Business Contracting Goal: 3% Contract term: 12 years The work covered under these specifications consists of furnishing all plant, supervision, labor, materials and equipment (except for services, materials, and/or equipment to be furnished by others as specifically referred to in the Contract Documents), and performing all operations required for the life extension of the thirteen (13) Robert Moses Generating Unit's Isolated Phase Bus System (IPB) and the replacement of the Intermediate Bus Systems including, but not limited to the following: 1. IPB Refurbishment (OPTION #1) If the refurbishment proposal is accepted by NYPA, the successful bidder will be required to perform a full inspection and condition assessment of the IPB in order to determine the full extent of the refurbishment activities. Items to be included in the assessment are inspection of conductor support insulators (damaged or in need of replacement), rubber expansion boots, condition of split and inspection covers and gaskets, and the condition of the dampers and air crossovers. In place measurements of gaskets and covers should be taken and compared to available drawings to confirm dimensions. o Air flow evaluation for forced cooling of IPB o Replacement of 10% of the porcelain conductor support insulators o Regasketing of all joints using Class H insulation o Including support steel isolation o Replace all clam-shell duct-to-support-ring insulation with molded epoxy glass flanged rings o Insulate support structure vertical column attachments o Re-silver all existing silver-plated bolted joints o Replace all existing fasteners and Bellville washers including flex links. o Replace any conductive support rods to non-conductive materials to prevent circulating currents A complete thermal scan shall be performed at maximum load prior to any disassembly by the successful bidder. Success of the refurbishment will be measured by a reduction in all hot spot temperatures to below 80 degrees C (hottest spot total temperature per IEEE C37.23). A complete EMI survey shall also be performed on the existing and refurbished IPB to see improvement in the scans. IPB Replacement (OPTION #2) If the replacement proposal is accepted by NYPA, the successful bidder is required to provide a proposal to completely replace the existing IPB. The replacement will include, but is not limited to, the following components and required submittals: o Signed and Sealed Civil / Structural calculations that shall be approved by NYPA's civil engineering department (part of detailed design) o Copper bus conductor rated at 12,000 A minimum - Aluminum is not permitted o Voltage rating (minimum 15 kV) o IPB shall be continuous design o Connection details of bus (ex. Silvered connections, Bellville washers, springs) o Insulation materials & insulation class of materials Cooling requirements - specify if forced cooling is required o Support details o Grounding details o Existing equipment connections including intermediate bus, exciter PPT, PT cabinet, and LV GSU bushings o Existing supports cannot be reused o Proposed enclosure material
