The Morris Hills Regional District Board of Education hereby advertises for competitive bids in accordance with N.J.S.A. 18A:18A-21(a) (b) and Federal Regulations 2 CFR 200.320 (c) (2). Bid No. 22-005 Morris Hills High School Mechanical Replacement Project This project consists of the removal, replacement and installation of steam boilers, unit ventilators, mechanical units, etc. with new hydronic system and all associated automatic temperature control and other work as shown on the drawings and as specified, etc. at Morris Hills High School. Certified Check, Cash or Money Order Only Made Payable to Fka Architects. Bids Must Be Submitted in a Sealed Envelope and Delivered to the Office of the School Business Administrator/board Secretary of the Morris Hills Regional District Board of Education on or Before the Date and Time Indicated Below. Bids may also be submitted to the School Business Administrator/Board Secretary or his designee at the bid opening meeting, prior to the advertised date and time. On the advertised date and time, the School Business Administrator/Board Secretary shall publicly receive and open all bids. No bids shall be received after the time designated in the advertisement. (N.J.S.A. 18A:18A-21(b)). The Board of Education does not accept electronic (e-mail) submission of bids at this time. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq." Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have been qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with his bid a Prequalification AffidavitNo Material Adverse Change, a copy of a valid and active NOTICE OF CLASSIFICATION, a certified copy of a Total Amount of Uncompleted Contracts Form and such Affidavit that subsequent to the latest such statement submitted by him, there has been no material adverse change in his qualification information except as set forth in said Affidavit. Each bid shall be accompanied by a bid bond, cashier's check or certified check made payable to the Morris Hills Regional District Board of Education, for ten percent (10%) of the amount of the total bid, however, not to exceed $20,000.00 Bidders are required by law to submit a Statement of Ownership Disclosure form statement setting forth the names and addresses of all persons and entities that own ten (10%) percent or more of its stock or interest of any type at all levels of ownership. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms may be cause for disqualification and rejection of the bid. All contractors named in this proposal shall possess a valid and current New Jersey Department of Labor and Workforce Development Public Works Contractor's Registration Certificate pursuant to N.J.S.A. 34:11-56.48 et seq., at the time the proposal is received by the Board of Education. The Board of Education reserves the right to reject any or all bids, pursuant to N.J.S.A. 18A:18A-18, N.J.S.A. 18A:18A-2(s), (t), (x), (y), 18A:18A-4(a-c), and N.J.S.A. 18A:18A-22, and to waive minor informalities or non-material exceptions, that may be in the best interest of the Board. Public Notice: Procuring Goods and Services Financed with Federal Funds The Morris Hills Regional District Board of Education hereby provides public notice that federal funds will be used to procure the goods/services as outlined in the bid specifications. The percentage of the cost of the goods/services are outlined below: Program Percentage of the Total Cost of Bid ESSER II 13.00 % ARP ESSER 23.57 % NJ ESIP 46.39 % Capital Project Funds: 17.04 % Total: 100.00 % CERTIFICATIONS SECTION; FEDERAL CONTRACT REQUIREMENTS As a requirement for submission of the bid, all bidders are to read the CERTIFICATIONS Section for FEDERAL CONTRACT REQUIREMENTS, found at the end of the bid package. Bidders shall be responsible for the completion, execution and submission of all required CERTIFICATION documents. ENERGY SAVINGS IMPROVEMENT PROGRAM REQUIREMENTS Work to be funded by and/or performed as part of Owner's Energy Savings Improvement Program shall be subject to the Energy Savings Improvement Program Law, N.J.S.A. 18A:18A-4.6 and N.J.S.A. 18A:18A-42 and related rules, laws and regulations. COVID-19 Vaccination/COVID-19 Testing--Executive Order #253 Effective October 18, 2021, all school districts must maintain a policy on COVID-19 Vaccination and COVID-19 Testing for "covered workers." All contracted service providers submitting bids/proposals to the board of education are requested to review Executive Order #253 as issued by Governor Phil Murphy of New Jersey.
