Site work, paving and outdoor lighting for a mixed-use development in Hammond, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; water / sewer project; for outdoor lighting for a road / highway; and sidewalk / parking lot.
This work shall include, but is not limited to, excavation, new asphalt pavement, concrete curb and sidewalk, storm sewer, landscaping, lighting, traffic signals and other items as shown in the plans. All Bidders must be properly licensed in the City of Hammond at the time bids are received. Contractors may contact the Hammond Building Inspections Department to inquire on General Contractor and Sub-contractors licensing and requirements, at 219.853.6316 or the Hammond website, Inspections Department for applications. Please note that the Hammond Contracting Board only meets once per month, at the first Monday of every month at 6:00 pm in the Inspection Department Conference Room. The deadline for submitting an application and required information for a Hammond License is one week prior to the meeting. No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The Board of Public Works and Safety reserves the right to retain any and all bids for a period of not more than 60 days and said bids shall remain in full force and effect during said time. The Board of Public Works and Safety further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the Board of Public Works and Safety or to reject all bids. Each bid shall be accompanied by an acceptable certified check or cashier's check made payable to the City of Hammond or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required. Standard Indiana Form 96 (Revised 2013) which includes non-collusion affidavit will be required. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform with the anti-discrimination provisions of IC 5-16-6. An Affirmative Action Statement must be submitted at time of bid. Each successful bidder and any and all levels of subcontractors, regardless of tier, as a condition of being awarded a contract or subcontract, will agree to abide by the provisions of the Kennedy Avenue Improvements 1694 Street to 164th Place Labor Agreement by and between the Project Manager and/or Construction Manager authorized to negotiate and enter into such a Project Labor Agreement on behalf of the City of Hammond, Indiana (or a corporation created to benefit the said entity in construction, alteration, or repair) and the local labor unions representing experienced and skilled construction workers and will be bound by the provisions of that Agreement in the same manner as any other provisions of the contract. Twenty-five (25%) percent of the contractor's work force in each initial craft will be comprised of residents of the City of Hammond participating in the Indiana Plan, whenever possible. If awarded the contract, the successful bidder shall be prepared to begin work within 20 days after the notice to proceed is issued. The work shall be completed by November 4, 2022 (final completion date).
