Renovation of a water / sewer project in Youngsville, North Carolina. Completed plans call for the renovation of a water / sewer project.

The Project includes the following Work: Furnishing of all labor, materials, tools, and equipment for the construction of the following: Oak Ridge, No. 15 Pump Station: Replacement of existing pumps, motors, rails, piping, controls and panels, valves, belts, shives, within the existing Oak Ridge Pump Station, including new pressure transducer level control w/back up floats, clean existing wet-well and install a new wet-well lining/coating system, provide and install new valve vault, new meter vault with magnetic flow meter, new access hatches w/fall-thru protection devices, new pump hoist and base, new emergency pump-around connection, reconnection to relocated standby generator including new automatic transfer switch, new generator concrete pad, new stainless-steel hood to cover electrical panels, provide and install all associated conduit, wiring, SCADA system, testing and start-up, bypass pumping, site work, sedimentation and erosion control measures and all else required for a fully rehabilitated and operational Oak Ridge pump station, in accordance with the Construction Drawings and Contract Specifications. Highway 1-A, No. 16 Pump Station: Replacement of existing pumps, motors, rails, piping, controls and panels, valves, belts, shives, within the existing Highway 1A Pump Station, including new pressure transducer level control w/back up floats!, clean existing wet-well and install a new wet-well lining/coating system, install new piping and valves in existing valve vault, new meter vault with magnetic flow meter, new access hatches w/fall-thru protection devices, new pump hoist and base, reconnection to existing standby generator including new automatic transfer switch, new stainless-steel hood to cover electrical panels, provide and install all associated conduit, wiring, SCADA system, testing and start-up, bypass pumping, new fencing and gates, site work, sedimentation and erosion control measures and all else required for a fully rehabilitated and operational Highway 1A pump station, in accordance with the Construction Drawings and Contract Specifications. The project includes all piping, site work and other appurtenances as directed for a fully rehabilitated and functional project as depicted on the Contract Drawings and according to the Project Manual/Contract Document. All project-related questions are to be submitted to the Engineer in writing at least 7-days prior to bid and may be sent to fax number 919-772-1176 or via e-mail to gflowers@mesco.com. No questions are to be directed to Franklin County Public Utilities staff or personnel. All bidders must follow the Guidelines for Recruitment and Selection of Minority Business for Participation in Construction Contracts as Revised November 1, 2002. Bids must be enclosed in a sealed envelope, addressed to Chris Doherty, Public Works Director, Franklin County. Outside of the envelope must be marked "Bid for SANITARY SEWER PUMP STATION REHABILITATIONS". Envelope must also bear, on the outside, the name of the bidder, bidder's address, and bidder's license number. All bids must be made on blank forms provided and included in the bound document or as provided by addendum prior to the bid. All bidders must include with their bids an Affidavit (1) attesting to the Contractor's compliance with E-Verify (or, if the Contractor employs less than 25 employees in this state, attesting to that fact), and (2) attesting to the Contractor's subcontractors' compliance with E-Verify (or, if any subcontractors employ less than 25 employees in this state, attesting to that fact). Bids will be received for a single prime Contract. Bids shall be on a Lump Sum or Unit Price basis as indicated in the Bid Form. The County of Franklin does not discriminate against any person/business because of race, color, religion, sex, or national origin. Prospective Bidders may examine the Bidding Documents at the Issuing Office located at 68 Shipwash Drive, Garner, North Carolina 27529 on Mondays through Fridays by appointment between the hours of 8:00 a.m. to 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Checks for Bidding Documents shall be payable to Municipal Engineering Services Company, P.A. Upon request and receipt of the document payment indicated above; the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. To ensure that everyone is receiving the same information, the prospective bidder must purchase the plans and specifications from the issuing office in order to submit a bid. Depending on the availability of funding, the Owner will award a contract to the lowest responsible and responsive Bidder in accordance with the General Statutes of North Carolina, Article 8, Chapter 143-129. The Owner reserves the right to reject the Proposal of any Bidder submitting a proposal which is not responsive to the bid document or the proposal of any Bidder which is found not responsible for carrying out the scope and intent of the bid document. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of 60 days. Bidders must comply with the President's Executive Order No. 11246, as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or of the Contract Document; however, he may waive any minor defects or informalities at his discretion. The Owner further reserves the right to reject any and all Proposals, or to award the Contract that is in his best interest.
