The Town of Huntersville is soliciting proposals for the services of a firm/team for the following contract scope of work: The Town of Huntersville (Town) plans to contract one firm to provide Right-of-Way, Easement(s) and Property Acquisition Services (Services) in support of the Gilead Road West project. This project is approximately 0.8 miles of roadway improvements on Gilead Road from McCoy Rd to Wynfield Creek Pkwy. The roadway will be widened to a 4-lane divided cross section with bike lanes & sidewalks affecting approximately 46 parcels. The desired services for these parcels will include: - Right of Way Transmittals/Appraisals in fee simple and/or easements per NCDOT Right of Way Manual - negotiation and closing of real property right-of-way and easement(s) with home owners - title searches for all permanent acquisitions - coordination with closing attorney for acquisitions over $25,000 in settlement - coordinate with appraisers for parcels over $25,000 in value - all appraisals will require an appraisal review per NCDOT - any relocation assistance per NCDOT Right of Way Manual due to project - recording of deeds - provide Town with all Diary of Activities for any parcels that cannot be settled (condemnation) The Town of Huntersville plans to contract one firm to provide Right-of-Way, Easement(s) and Property Acquisition Services (Services) in support of the U-6106 Gilead Road West project. The desired services for approximately 46 parcels will include appraisal/valuation, negotiation, and acquisition of real property right-of-way and easement(s). The Town is seeking firms whose combination of experience and expertise, will provide accurate and timely services. This RFLOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional consulting services to: The Town of Huntersville (herein referred to as the Town) plans to contract one firm to provide Right-of-Way, Easement(s) and Property Acquisition Services (Services) in support of the U6106 Gilead Road West project. The desired services for approximately 46 parcels will include appraisal/valuation, negotiation, and acquisition of real property right-of-way and easement(s). The Town is seeking firms whose combination of experience and expertise, will provide accurate and timely services. Information related to this solicitation, including any addenda, will be posted electronically All LOIs are limited to FIFTEEN (15) pages (RS-2 forms are not included in the page count) inclusive of the cover sheet, and shall be typed on 8-1/2" x 11" sheets, single-spaced, onesided. Fold out pages are not allowed. In order to reduce costs and to facilitate recycling; binders, dividers, tabs, etc. are prohibited. One staple in the upper left-hand corner is preferred. LOIs containing more than FIFTEEN (15) pages will not be considered. Three (3) total copies of the LOI should be submitted. The submitting Firm must comply with the Town of Huntersville's standard terms and conditions. The Town Board of Huntersville reserves the right to reject any and all proposals for any reason and at any time and to waive minor informalities. Firms submitting LOIs are encouraged to carefully check them for conformance to the requirements stated above. If LOIs do not meet ALL of these requirements they will be disqualified. No exception will be granted. Proposed Contract Time: 12 Months All submissions, correspondence, and questions concerning this RFLOI should be directed to Ashley Cromie at acromie@huntersville.org. If applicable, questions may be submitted electronically only, to the contact above. Responses will be issued in the form of an addendum available to all interested parties. Interested parties should also send a request by email only, to the person listed above to be place on a public correspondence list to ensure future updates regarding the RFLOI or other project information can be conveyed. Questions must be submitted to the person listed above no later than December 15, 2021. The last addendum will be issued no later than December 17, 2021.
