The project includes providing labor, equipment and material for Maintenance of the Borough of Palmyra Sewer Treatment Plant and collection system. Bid documents for the proposed work, prepared by Environmental Resolutions, Inc., Consulting Engineers, have been filed in the Office of the Sewer Engineer at 815 East Gate Drive - Suite 103, Mount Laurel, New Jersey 08054, and may be inspected by prospective bidders during normal business hours. Proposals must be made on the standard Proposal Form, in the manner designated therein and required by the Specification. The proposals must be enclosed in a sealed envelope bearing the name and address of the bidder and the contract description on the outside, and addressed to: Office of the Clerk, Borough Hall, 20 West Broad Street, Palmyra, New Jersey 08065. Please submit your Letter of Federal Approval or your New Jersey Certificate of Employee Information Report with this bid. If you do not have either document, you will be required to complete and submit Affirmative Action Employee Information Report (AA302). Form (AA302) is available from the Borough of Palmyra. Each bid must be accompanied by a Non-Collusion Affidavit, an Ownership Disclosure Form, a Plant, Equipment and Experience Statement and a proposal guaranty in the form of a certified check or bid bond in an amount not less than ten percent (10%) of the Total Bid Price Bid in the proposal; except that when the Total Price Bid is $200,000.00 or more, the amount of the proposal guaranty shall be $20,000.00. The proposal guaranty must be in the form of a bid bond, or certified check, or cashier's check or a combination thereof, and must be drawn to the order of the Borough of Palmyra, New Jersey and must be delivered at the place and by the hour above-named. Proposals received after the designated time shall be deemed unresponsive and shall not be opened All proposals submitted by corporations or partnerships shall list names of stock-holders in accordance with P.L. 1977, C.33. Bidders are required to comply with the requirements of P.L. 1975, C.127 which is an act relating to affirmative action in relation to discrimination in connection with certain public contracts; and shall pay prevailing wage rates in accordance with P.L. 1963, C.150. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. The Borough of Palmyra reserves the right to reject any or all bids and to waive any insignificant defect or informality in any bid should it be within it's legal right and in the interest of the Borough to do so.
