The City of Spanish Fort is soliciting statements of qualifications from firms and individuals interested in providing professional engineering design, environmental permitting, construction inspection, and project administrative services related to the implementation of project G-SFHOP-19-SF Spanish Fort Causeway Park Project. The project will involve the planning, design, and construction of a new passive park on a two (2) acre parcel located on the western end of the Spanish Fort Causeway. Funding for this project is provided by the Gulf of Mexico Energy Security Act (GOMESA) through the Alabama Department of Conservation and Natural Resources. The request is in accordance with 2 CFR 200.320 (d) (5), as issued by the Office of Management and Budget. The contract will be for a period coinciding with the completion and closeout of the project. The City reserves the right to reject any or all proposals, and to waive any irregularities or informalities in the proposal process. Additionally, the City reserves the right to forego the shortlist process and make a selection based solely on the submitted statement of qualifications All applicants must furnish an affidavit attesting they are enrolled in E-Verify and to execute a certificate of compliance with the Beason-Hammon Alabama Taxpayer and Citizen (Act 2011-535) as amended by Act 2012-491. Non-Commitment of Funds. Any contract related to this proposed project is subject to the availability of funds and/or the needs of the City of Spanish Fort, at its discretion, may or may not issue a final contract as a result of this RFQ. Further, even in the event an initial selection is made by the City, no selection is final until full execution of a written agreement detailing an agreed upon scope of work. If the City deems, at its sole discretion, that a satisfactory agreement cannot be reached in accordance with an initial selection, the City reserves the right to proceed with efforts to make another selection based upon Statements submitted pursuant to this RFQ. Minority/Women Businesses. Minority and/or Women Businesses are encouraged to respond to this request. The City of Spanish Fort takes all necessary affirmative steps, as set forth in 2 C.F.R. 200.321(b) to assure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible.
