As Phase I of planned upgrades to its Wastewater Treatment Facility, the City of Columbus, Montana (Owner) is proposing to upgrade its current 1999 Wedeco open channel-type ultraviolet (UV) disinfection equipment with a new open channel-type UV disinfection system that will discharge to an unnamed tributary to the Yellowstone River. The City is requesting proposals for the pre-selection of: new open channel-type UV wastewater disinfection equipment; and local monitoring, control, & alarm equipment. The proposal is to provide materials and services per specifications and conditions stated within the proposal, at a guaranteed price. The City intends to use this proposal process to preselect the Supplier of the UV disinfection system that is the most advantageous to the City. Proposals will be evaluated based on capital and life cycle costs as well as performance history. Proposals will be utilized to procure a guaranteed price for the complete cost of all necessary equipment and services to be provided to the successful Bidder of Phase II (the construction Contractor). Bidding of Phase II is anticipated to follow within 6 - 8 months of the award of this Request for Proposals. Proposals shall be valid for a minimum of fourteen (14) months after the submission date of the proposal.
