Q & A deadline: Dec 17, 2021 5:00:00 PM MST Deadline for written questions is by the end of business, 5:00 P.M. Arizona time (2) business days after Non-Mandatory Pre-Proposal Conference. Questions will not be responded to prior to the Pre-Proposal Conference or after the (2) business day deadline has elapsed. Attendees should wear comfortable shoes and clothes to facilitate inspection of the areas in more detail. Drinking water will not be supplied. Due to COVID-19 restrictions, the pre-proposal conference may be entirely virtual. If so, an addendum to this notification will be issued at least five (5) calendar days prior to the scheduled pre-proposal conference date. If the pre-proposal conference is virtual, the Respondent may arrange to visit the site (due to the complexity of the site conditions, including but not limited to the terrain, ownership, easements, and land use restrictions) but such visit may occur only with an escort from the County. Further instructions will follow on the addendum. The pre-proposal conference will start promptly at the time indicated. Late arrivals may be admitted at the discretion of MCPRD. Each Response must be accompanied by a surety bond, cashier's or certified check or postal money order in the amount of fifty thousand dollars ($50,000), made payable to the Treasurer of Maricopa County. This assurance is necessary as a guarantee that the Selected Respondent will, within three hundred and sixty-five (365) calendar days from the date of Notice of Good Faith, enter into formal contract and bonding for the faithful performance of the work. Should the Selected Respondent fail to perform as required, the assurance will be forfeited to the County. All bonds must be pursuant to Arizona Revised Statutes (A.R.S.) Title 34, Chapter 2, Article 2, and executed solely by a surety company or companies holding a Certificate of Authority to transact surety business in Arizona, issued by the Director of the State of Arizona Department of Insurance. The use of County-supplied bond forms (Attachment A) is encouraged but is not mandatory. It is the intent to use the ITN process described herein to select a qualified Respondent who is interested in a private public partnership opportunity to provide future development, improvement and/or expansion, financing, and operation of the Existing Sports Facility at the Park and up to 440+/- acres of available vacant land near the Existing Sports Facility (collectively, "Complex"), on property owned by the District as part of the County park system. The Selected Respondent shall be obligated to develop its Proposal in cooperation with the existing facility. The desire of the County is that the Complex be operational year-round.
