Site work and new construction of an elderly care / assisted living facility in Vancouver, British Columbia. Completed plans call for the construction of a 456,472-square-foot, 13-story above grade elderly care / assisted living facility; for site work for a elderly care / assisted living facility; and elderly care / assisted living facility.
Providence Health Care ("PHC") has more than 125 years of history in delivering compassionate care to British Columbia's seniors. Vancouver Coastal Health ("VCH" or "Vancouver Coastal Health") and PHC have the opportunity to replace two of BC's most outdated, obsolete long-term care facilities with a new long-term care ("LTC") home at the former site of the St. Vincent's Hospital (the "St. Vincent's Heather Site") at 33rd Avenue and Heather Street in Vancouver. The new building design will enable seniors to live and be cared for in a modern environment that incorporates global best practices, fosters emotional connections between residents and staff, and supports resident safety, dignity and cultural safety. The Project consists of: Construction of a 13 storey building with surface and underground parking area, loading, a commercial kitchen, commercial laundry and staff services, meeting and office spaces, Adult Day Program, Childcare, community center (multipurpose hall) and 240 care beds with ancillary, support and living spaces. The Project includes soft and hard landscaping where noted on the documents. Long Term Care Home a. Twelve bed households providing care and accommodation for 240 individuals on 10 floors b. Spaces for purposeful recreational and social activities c. On-site support services including food production, personal laundry, housekeeping and maintenance. Adult Day Program ("ADP") for 15 individuals (operated by PHC) Childcare (operated by an independent operator), fit out is to be included in scope of work. Restaurant/Bistro (operated by an independent operator), fit out is to be included in scope of work. Green space and site development to include garden amenity space and walking routes Vehicle and bicycle parking, and loading space Development of an internal road that will extend west of Heather, aligned with West 32nd, before turning north to link with the BC Children's and Women's Hospital Ring Road. In addition, a bike and pedestrian path are required to link from Willow Street to the internal road. As an outcome of previous site rezoning, there is a City of Vancouver ("City of Vancouver", the "City" or "COV") covenant in place that requires the provision of the following items to the satisfaction of the Director of Social Planning: Childcare with capacity for 37 children and approximately 430 m2 gross floor area of contiguous indoor area to meet all provincial and City requirements. For planning purposes, the space requirements meet the City of Vancouver Childcare Design Guidelines (last amended January 19, 2021) for 12 children of 0-3 years and 25 children of 3-5 years. Adult Day Program with a 300.0 m2 gross floor indoor area. Note: PHC operates 15 funded ADP spaces which will relocate from Youville to SVH LTC. Multi-purpose space (300 m2) accessible to the broader community for a variety of uses at a broad range of hours. Minimum number of parking stalls allowed for the site. At SVH LTC, 94 parking stalls have been programmed, based on requirements for Child Day Care, Adult Day Program, Multipurpose/Community room, Residents/Visitors and Staff. The development of a landscaped north-south easement from West 33rd through to the Project's inner road that aligns with West 32nd Avenue. The development of a public plaza adjacent to West 33rd Avenue.
