Renovation of a water / sewer project in Glassboro, New Jersey. Completed plans call for the renovation of a water / sewer project.

PARK AVENUE PUMP STATION REHABILITATION BOROUGH OF GLASSBORO, GLOUCESTER COUNTY, NEW JERSEY. The overall project includes the replacement of existing pumps and emergency generator, rehabilitation of the existing wet well, and various improvements to the Glassboro - Park Avenue Pump Station. The Pump Station is located at 2 Park Avenue, Glassboro, New Jersey (Block 395, Lot 18). This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids must be submitted on the forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "BID FOR GLASSBORO PARK AVENUE PUMP STATION REHABILITATION" and addressed to the Borough of Glassboro, 1 South Main Street, Glassboro, NJ 08028, Attention: Karen Cosgrove. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Glassboro. This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et sea. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the issuing office. Each Bidder must purchaser the Bid Documents from the issuing office in order to submit a bid. 4. Bidders shall adhere to the Local Finance Notice 2020-06 from the New Jersey Department of Community Affairs Division of Local Government Services, the Division recommends establishing a protocol for hand delivery of bids that limits exposure to pathogens. The protocol includes: Bids will be opened and read aloud at the Borough of Glassboro, at the location time and date indicated above. Any observers of the bid opening are requested to follow the prevailing health and public safety guidelines from applicable authorities. Certificate of Surety shall be written by a surety company listed on the United State Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Borough will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specific period, the time may be extended by mutual agreement between the Borough of Glassboro and the bidder. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act (P.L. 2203, c.91); and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Said bonds must be in a form acceptable to the Borough of Glassboro and be issued by a surety authorized to do business in the State of New Jersey. Pursuant to N.J.A.C. 10:5-33: Bidders are required to comply with the requirements of P.L. 1975, c. 127.This includes compliance with affirmative Action requirements pursuant to Public Law 1975 C.127 (N.J.A.C. 17:27) as revised and amended to date. The successful Bidder must also furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts is excess of $50,000.00 from public entities in a calendar year. It is the Contractors responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us. The Borough of Glassboro reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Glassboro. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. A Pre-Bid conference has not been scheduled for this project.
