ENGINEER: EMA Engineering & Consulting 328 South Broadway Tyler, Texas 75702 (Phone: 903-581- 2677) Sealed competitive proposals are requested for the 2022 HVAC and Roofing Renovations to Van High School at Van Independent School District. Sealed proposals shall be submitted in an envelope marked on the outside with the offeror's name, address, and project title 2022 HVAC Renovations to Van High School. Proposals must be submitted in sufficient time to be received and time-stamped at the above location on or before the published proposal date and time shown on the RFP. All interested parties are invited to attend. Proposals will be opened publicly and read aloud. Attention is called to the fact that not less than those wages listed on the wage rate schedules as adopted by the Van ISD Board Trustees will be paid on the project. All Contractors shall comply with prevailing wage rates in accordance with the civil statutes of the State of Texas. Davis-Bacon Act requires payment of prevailing wages to various classes of laborers and mechanics. Certified payrolls are required for this project and shall comply with U.S. Department of Labor Form WH-347. By submitting a proposal, each proposer agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees arising out of or in connection with administration, evaluation, or recommendation of any proposal; waiver of any requirements under the Bid Documents, or the Contract Documents, acceptance or rejection of any proposal; and award of the Contract. The Contract will be awarded to the best qualified responsible proposer which will provide the District with the best value in performance, service, and end results. The Owner reserves the right to accept any of the proposals submitted or to reject any or all proposals and to waive informalities and irregularities in the proposals and in the bidding. SELECTION CRITERIA: In accordance with Texas Education Code as amended, Van Independent School District shall evaluate all proposals based on a combination of factors that the District determines provides the best value to the District including: Cost; (40%) Qualifications; (15%) Reputation; (15%) Experience; (15%) District needs; (15%) The Contractor shall be in the prime business as mechanical contractor (with a Texas air conditioning license). All Proposers shall visit the job sites before submitting proposal. The successful proposer shall be required to provide a Performance Bond and Payment Bond. The Bid Security will not be returned until these bonds are provided. The estimated completion date for this project is September 10, 2022.
