1. General i. The Commissioning Agent (CxA) shall lead the commissioning process and shall serve as the Owner's agent to develop, manage, coordinate, and witness commissioning of the mechanical and certain electrical systems of the Project. The CxA shall designate a qualified individual acceptable to Owner as the point-of-contact for the duration of this Project. ii. The Owner does not intend to achieve certifications yet desires to have efficient and sustainable facilities. 2. The CxA shall provide complete building commissioning for the following building systems, components, and assemblies: i. All HVAC system(s), including but not limited to the building automation system, fans, pumps, air-handling equipment, terminal units, and central heating and cooling plants. ii. Lighting and lighting control systems. iii. Domestic water heating systems 3. Sampling rates for functional performance testing: i. 100% of major equipment. 4. Commissioning, to include but may not be limited to: i. Develop and implement a project-specific commissioning plan that includes the Commissioning Program Overview, Commissioning Team, and Description of Commissioning Process Activities. ii. Lead one commissioning kickoff meeting with the construction team per project. CxA will conduct meeting, provide meeting minutes, and update the Cx Plan and distribute to the Commissioning Team. The Commissioning Kick-off Meeting shall take place prior to submittal review. #968-21P Housing Project Commissioning Agent 4 iii. Provide one design document review and a back-check. The CxA shall coordinate the appropriate milestones for Cx design review and back-check with the Owner and Design Team and shall update the Cx Plan accordingly. Each Cx Design Review shall be followed-up with a conference call/web meeting (GoToMeeting or similar) to review the CxA comments and design team responses. iv. Prepare system pre-functional checklists (PFC) to be completed by the Contractor prior to the start of Functional Performance Testing. v. The CxA shall review a quality-based sampling of the Contractors' installation and their executed PFCs for completeness and thoroughness. Provide pricing for a minimum of four (4) site visits with time included for on-site meetings and issuing a site observation report within 2 business days of each site visit. vi. Prepare Functional Performance Test (FPT) procedures tailored specifically to the installed equipment and systems. vii. The CxA shall review contractor submittals applicable to major systems. This review shall be concurrent with A/E reviews and with written comments submitted to the Design Team for their consideration. viii. Review all building automation system submittals and host a temperature controls specific conference call/web meeting (GoToMeeting or similar) with the temperature controls programming engineer, the Owner, Owner's Representative, and Design Engineer to verify control sequences, setpoints, alarms, and trending requirements prior to programming and implementation. ix. Review all lighting controls submittals and host a lighting controls specific conference call/web meeting (GoToMeeting or similar) with the lighting controls programmer, electrical contractor, lighting controls manufacturer representative, the Owner, Owner's Representative, and Design Engineer to verify lighting control setpoints and operational requirements prior to programming and implementation x. Witness equipment start-ups. At a minimum, witness heating plant, cooling plant, and air-handling unit start-ups. Help facilitate coordination and information exchange among the Contractor trades during these equipment start-ups. a. The CxA shall be responsible for coordinating with the Design Team to include Contract Document requirements for the manufacturer representatives to provide additional troubleshooting and coordination time in their bids for each piece of equipment provided with manufacturer controls. xi. Review testing, adjusting and balance report(s) for completeness and deficiencies. xii. Oversee Contractor execution of the Functional Performance Testing procedures and document results and provide the Owner with a Preliminary Cx Report in compliance with the 2015 IECC Section C408 requirements. xiii. Prepare corrective action reports for deficiencies and follow up on the corrections by retesting systems (or components) that failed the first verification test and provide the Owner with a Final Cx Report in compliance with the 2015 IECC Section C408 requirements. xiv. Final commissioning report shall include, at a minimum, a summary of the commissioning process, an updated and final issues log, equipment start-up documentation, executed PFCs, and executed FPT procedures. #968-21P Housing Project Commissioning Agent 5 xv.
