Site work and renovation of an educational facility in Nacogdoches, Texas. Completed plans call for the renovation of a educational facility; and for site work for a educational facility.

The campus has three (3) main high voltage breakers in the substation labeled #2, #3 and #4. The underground wire coming from the main circuit breaker #4 in the substation to the first (1st) switching point on campus behind the East College Dining Hall (E6 on campus made provided in Exhibit A) has shorted out and needs to be replaced. The distance between the main breaker #4 in the substation to the first (1st) switching point behind the East College Dining Hall is 800 feet in length. Stephen F. Austin State University is seeking bids for electrical repair work to substation located on the campus. (Due to the fact that the #4 main circuit has a short in the wire at the first (1st) switching point we have temporarily had to tie #4 circuit to #2 circuit to back feed power to the campus.) Provide ALL materials, equipment, tools, labor, supervision and insurance to pull out three (3) damaged 800 feet in length 1000 KCMIL aluminum high voltage conductors and replace them with new 1000 KCMIL aluminum conductors. We need the contractor to make all high voltage connections in the first (1 st) switch behind the East College Dining Hall and in the substation to main circuit breaker #4. Once this is completed SFASU's electric shop will be able to switch the high voltage back around campus and assume normal operations on all three (3) breakers. The requirement for these bonds must be included in the solicitation because the cost is typically passed on to the University in the proposed price. A payment bond when used is applied when the contract amount is expected to be valued greater than $25,000. This bond ensures the contractor's guarantee to pay all subcontractors and employees. A performance bond when used is applied when the contract amount is expected to be valued greater than $100,000. This bond ensures the contractor's guarantee to perform the work as contracted. When required, it is the purchaser's responsibility to ensure that the required bonds are received and are dated appropriately BEFORE routing the purchase order for distribution. The cost of all bonds must be included in the response. Performance bonds are required on contracts exceeding $100,000. Payments bonds are required on contracts exceeding $25,000. Refer to Article V. in the Uniform General Conditions. If the bid amount is greater than $100,000, a performance bond is to be provided in the amount of 100% of the contract amount. If the bid amount is greater than $25,000, a payment bond is to be provided in the amount of 100% of the contract amount. These bonds are to be made payable to SFA, are to be drawn on a surety authorized to do business in the State of Texas, and are to be on forms acceptable to the University. Required bonds are to be delivered to the SFA Purchasing Department within ten (10) days of notification award. Failure to submit the bond within the required timeframe will be considered breach of contract, and any contract awards, either verbal or in writing will be considered null and void. Stephen F. Austin State University (SFA) reserves the right to make an award on the basis of low line item bid, low total of line items, or in any other combination that will serve the best interest of SFA and to reject any and all bid items in the sole discretion of SFA. (Expected timeframe of completion should be no later than 03/13/2022). Oncor will be on site.
