As of April 21, 2022, the project has been awarded, however, information regarding the awarded contractor ha snot been made public at this time. Engineer's estimate is $275,000.00 to $325,000.00 Property Investing and Management, Inc. (PIM) will receive sealed online bids for the Ephrata Crossing Transportation Improvements Project. The work indicated will be partially funded via a Multimodal Transportation Fund (MTF) Grant. Roadway widening,Installation of additional signals, retaining wall, and the addition of a turning lane. This work includes all other associated construction. The bid will be for furnishing all labor, materials, supervision, and services associated with the Ephrata Crossing Transportation Improvements Project. The bidding process, contract and conduct of the work must meet the requirements of the MTF grant agreement, and Pennsylvania Department of Transportation which has been entered into by the Borough and the Commonwealth of Pennsylvania. The agreement obligates the Borough to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes roadway widening, installation of additional signals, retaining wall, and the addition of a turning lane. This work includes all other associated construction. A nominal fee of 1/6% - 1/3% capped fee (+ tax) is assessed only to vendors who are issued awards. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted via website. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of PIM in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by PIM. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however PIM reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
