This contract is for the City of Williamsport's bituminous asphalt paving contract and related Portland cement concrete work, for the 2022 construction season. A cashier's check or an acceptable bidder's bond, payable to the City of Williamsport, Pennsylvania, in an amount of not less than ten (10%) percent of the largest possible total for the bid submitted, must accompany the bid. Notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, and must, to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business Concerns and that all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR Part 135.38. Prime contractors are advised of their obligation to utilize minority, women and Section 3 subcontractors in the execution of the contract to the extent possible. Failure to demonstrate compliance with outreach requirements will result in the City's rejection of a bid. This project is a Prevailing Wage Project under Davis-Bacon Wage Rates and the Federal Labor Standards Provisions applicable to contracts covering federally-financed and assisted construction shall apply. The City reserves the right to reject any or all bids and to waive irregularity in the Bids and in the Bidding. No bid may be withdrawn until the expiration of ninety (90) days from the date bids are opened.
