Synopsis of Proposed Dredging - Maintenance Dredging of New York and New Jersey Harbor - Kill Van Kull Federal Navigation Project. Background Information The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of New York and New Jersey Harbor - Kill Van Kull Federal Navigation Project to a depth of -50 feet Mean Lower Low Water (MLLW) plus 2 feet of allowable over-depth. The proposed maintenance dredging would remove approximately 280,000 cubic yards (CY) of critical shoals from the Kill Van Kull Channel with subsequent placement at the Historic Area Remediation Site (HARS). The dredged material from Kill Van Kull Channel is expected to consist of 0.0% gravel, 26.7% sand, 52.6% silt, and 20.7% clay. Due to restrictions in the New York State Department of Environmental Conservation Water Quality Certificate, the proposed work can only be performed utilizing a mechanical dredge with a closed clamshell environmental bucket. Additionally, multiple scows and tugboats will be needed to perform the work during the dredging, and placement operations. The dredged material would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located. Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 8,000 cubic yards per calendar day for the dredging and placement of material. The presence of dredging equipment in the channel will impact vessel traffic and it is necessary to maintain this production rate while minimizing the duration of this impact. Liquidated damages of $2,350.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. The proposed work is anticipated to take place between June and November 2022. The work is estimated to cost between than $1,000,000 and $5,000,000.00. This is an unrestricted procurement. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
