Demolition, site work, paving and new construction of a bridge / tunnel in Morristown, New Jersey. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
This project funded by the Federal Highway Administration (FHWA) through the North Jersey Transportation Planning Authoritys (NJTPA) Preliminary Engineering Phase and has completed the Local Concept Development Phase. The DBE goal required for this project is 13.23% and all Federal guidelines / requirements will be followed during this project. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jerseys Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT overhead rates and procedures are to be used when preparing the Cost Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from the Technical Proposal. Accordingly, we ask that Bidders/Respondents may wish to consider not attending the Bid Openings in person. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building. Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available. Proposals must be enclosed in a sealed envelope bearing the name and address of the Respondents, and the RFP/RFQ number and title spelled out on the outermost packaging, addressed to the Purchasing Agent of the County of Morris. Proposals shall be delivered in two separate, sealed envelopes either in person, by delivery or mail at the hour designated, or previous thereto, to Purchasing Agent Morris County Administration and Records Building, Purchasing Division Room 517, 5th Floor PO Box 900 10 Court Street Morristown, New Jersey, 07963 0900. No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance. Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The method of Contractor Selection has not been Determined at this time.
