This project funded by the Federal Highway Administration (FHWA) through the North Jersey Transportation Planning Authoritys (NJTPA) Preliminary Engineering Phase and has completed the Local Concept Development Phase. The DBE goal required for this project is 13.23% and all Federal guidelines / requirements will be followed during this project. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jerseys Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT overhead rates and procedures are to be used when preparing the Cost Proposal. We do note that if Bidders/Respondents choose to attend, they are required to be screened by Courthouse security. If they show any signs of illness, they will not be permitted access to the building. Due to the circumstances, during the bid opening process, a bid review and providing unit prices will not take place at the openings. Instead, this information will be posted online once available. Proposals must be enclosed in a sealed envelope bearing the name and address of the Respondents, and the RFP/RFQ number and title spelled out on the outermost packaging, addressed to the Purchasing Agent of the County of Morris.
